The article reveals the issues related to the processes of development and implementation of the strategy of management of agro-economic development of the Kabardino-Balkarian Republic. The characteristic features of the agrarian sphere are highlighted, which determine the need to strengthen state regulation of the development of the regional agro-industrial complex (AIC). A systematic analysis of trends and directions of development of the AIC of the region was carried out, regional features and problems determining the prospects of agro-economic development were identified. Strategic priorities and directions of development of the agricultural sector of the region’s economy, taking into account its main competitive advantages, are substantiated. The instruments of state support for sustainable agro-economic development of the region are considered. The concept of management on an innovative basis is proposed, the key goals and objectives of strategic management of the AIC of the region are defined.
In the course of the research, a systematic analysis of the current trends and problems of the development of the agricultural sector of the economy of the Kabardino-Balkarian Republic was carried out. The complex nature of the state support of the agroindustrial complex on the basis of program-target management is revealed. With the help of the most important indicators, the role of the agricultural sector in the economy of the region is substantiated. The positive results and disadvantages of the implementation of the regional state program for the development of agriculture are highlighted. To demonstrate the effectiveness of the program, attention is focused on the key areas of the agricultural sector and the most significant activities implemented in 2020 within the framework of individual subprograms. Strategic priorities and options for the development of the agro-industrial complex of the republic in the context of improving food security and the export potential of the region and the country have been identified.
Management in the field of ecology and rational use of natural resources ensures sustainable macroeconomic development of the region, improvement of the quality of life of the rural population. The article identifies environmental factors that influence the sustainable management of agricultural production in the region. The current environmental problems resulting from intensive activity in the agricultural sector of the region’s economy are considered. The analysis of the results of the negative impact of agricultural production on the natural environment is carried out. In order to ensure environmental safety in agriculture and improve the environmental situation in the region, a set of environmental measures has been proposed. The methods of developing a regional development strategy taking into account the environmental component are substantiated.
Modern conditions for the global economy development clearly indicate that the formation of competitive agrarian economy advantages in the Russian Federation is possible only with the use of an innovative development scenario and the large-scale use of the scientific and technological potential of high-tech industries. Of course, the complex of the most important criteria for the economic growth of the national economy determines the volume of the high-tech sector and the scientific and technical potential of the country at the present stage. The situation in the Russian market clearly implies the need for a quick solution to the main problems of developing high-tech sectors in the agro-industrial complex, accelerating import substitution and ensuring sustainable food security based on resource-saving technologies of agro-industrial production and deep processing of agricultural raw materials.
