The industrial revolution 4.0 is a digital-based era that demands the quality of human resources (HR) who have high skills. The Education and Training Center (ETC) is one of the institutions that plays role in increasing the quality level of human resources. This study aims to see the effect simultaneously and partially between the competence of instructors and infrastructure on the quality of ETC graduates in the face of the era of the industrial revolution 4.0. in Indragiri Hulu Regency. The population in this study consists of all ETCs in Indragiri Hulu, there are 15 ETCs and all ETCs were sampled. Multiple regression and correlation analysis using SPSS 22.0 was used to determine whether or not there is an influence and relationship between variables. The results of the study concluded (1) the competence of instructors and infrastructure simultaneously had a significant effect on the quality of graduates. (2) Instructor competence partially has a significant effect on the quality of graduates. (3) Facilities partially has a significant effect on the quality of graduates. The variable that has the greatest contribution to the quality of ETC graduates in Indragiri Hulu Regency is the competence of the instructor followed by infrastructure. In this case, of education it will be very difficult for ETC graduates to compete in the world of work. Because this is a factor caused from within the ETC itself.

Then, the variable that has the greatest contribution to the ETC performance is management and continued with marketing. In ETC management, careful planning should be paid to realizing the development of ETC in the future, and of course always trying to improve and the attitudes of educators and educational staff in ETC so that they become skilled workers who support the realization of the goals of the institution. Furthermore, it is also necessary to take a stance to make improvements to previous program failures in achieving future targets. Furthermore, in Strategic Brand Management, ETC needs to formulate short-term, medium-term and long-term goals so that it needs to strive to build a brand positioning in the community. On the marketing variable, ETC should reconsider the amount of costs offered for the program, and ETC managers should pay attention to the comfort of the community / consumers and increase program promotion to get to the market value. it is also necessary to take a stance to make improvements to previous program failures in achieving future targets. Dalam memenuhi tuntutan zaman saat ini, salah satu upaya yang dapat dilakukan adalah memberikan pelatihan/workshop kepada generasi muda agar tercipta pembaharuan pola pikir yang akan menghasilkan nilai baru dengan elaborasi dan kerja sama pada sistem, informasi dan teknologi untuk meningkatkan kualitas sumber daya manusia yang dibutuhkan atau Human Capital. Kegiatan ini bertujuan untuk meningkatkan pengetahuan peserta mengenai tuntutan zaman era society 5.0, mengembangkan karakter siswa serta meningkatkan kompetensi peserta mengenai soal-soal ujian masuk Perguruan Tinggi. Metode kegiatan dilakukan dengan cara presentasi, tanya jawab dan diskusi. Hasil dari kegiatan workshop antara lain: terjadi peningkatan pengetahuan siswa peserta mengenai tuntutan zaman era society 5.0, peningkatan karakter siswa serta peningkatkan kompetensi peserta mengenai soal-soal ujian masuk Perguruan Tinggi, ini terlihat dari hasil N-gain sebesar 0,73 yang termasuk kategori tinggi.
An essential tool for a nation's progress is education. Higher education is one of the foundations of education, and it must maintain its quality to remain competitive and accountable to its users—whether they be students, employees, or the government. Paying attention to the human resource management plan can be one way to increase quality. A dynamic system is a technique that can assist the management or the university director in choosing the best plans or policies. An analysis of the existing research on dynamic systems in higher education was done for this study. Scope identification, variable identification, model selection, and model development are all included in literature studies. To decide on human resource management strategy for raising the standard of higher education, the Causal Loop Diagram (CLD) model was developed. In reality, the number of lecturers in a study program is not taken into consideration when accepting new students for a variety of reasons. This affects not just the learning process but also the slow rate of student graduation, creating an imbalance between the number of new students and those who graduate or leave the program (DO). The goal of this project is to create a dynamic model of the rate at which students enter and leave a program of study. A dynamic system simulation model between the number of student inputs and outputs is the end result of building this model. As a decision support tool for new student admissions policies, the simulation model that is produced can be employed.
The spread of Corona Virus in along 2020 is unpredictable and uncontrolled. According to this condition, a lot of Big Company weakened and got involved in to a worst situation and even collapse. And of course, Small Micro Enterprise (SME) will be or had been bothered by the impact. Indonesian Government has made various efforts to avoid the effects of the COVID-19 epidemic on SME. There are a lot of ways and approaches implemented to overcome it. The objectives of the study is to find win-win solution for SME to keep survive during the COVID-19 epidemic. The population of the study is the Indragiri Hulu SME Entrepreneurs. The Category of five years are selected to be the sample which is limited to 10 successful survival entrepreneurs that represents the descriptive category. Moreover, the data analysis technique used in this study was data analysis with a data reduction model that was obtained from data collection and data display. The results of this study show six strategies based on push and pull factors theories, as social psychology theory which develop the survivalist entrepreneurship in Indragiri Hulu. The strategy also needs to pay attention on opportunity, added value, necessity, overcome and avoiding dissatisfaction of the previous way. Furthermore, it is also suggested that an entrepreneur of SME players needs to play strategy in order to establish and survive the business during the epidemic, because the epidemic is not the end of everything.
