Grandparents are regular providers of free child care. Similar to other forms of child care, availability of grandparent-provided child care affects fertility and labor force participation of women positively. However, grandparent-provided child care requires residing close to parents or in-laws. While living close can provide access to free child care, it may also imply costly spatial restrictions. We find that mothers residing close to parents or in-laws have lower wages and that the probability of having to commute increases if relatives provide child care. We build a model of residence choice, fertility, and female labor force participation that can account for the relationships between grandparent-provided child care, fertility, and female labor market outcomes. We simulate our model to analyze how women's decisions on residence, fertility, and labor force participation would change if the availability of grandparent-provided child care or family policies were altered. We find that if child care subsidies were raised to the Swedish level, fertility and mothers' labor force participation would increase, while mobility would remain unchanged. The absence of grandparents, on the other hand, would increase mobility, while it would have only limited negative effects on aggregate fertility and labor force participation.JEL classification: J13, J61, H42, R23
Approximately 16.7% of output in high-income OECD countries is produced informally. Across these countries, the size of the informal economy is positively related to tax rates and negatively related to governance quality. While existing models of the informal economy mostly focus on developing countries, this paper studies the mechanisms behind the informal economy in high-income countries. I build a model economy where agents can become workers or entrepreneurs. Entrepreneurs decide how much of their production to declare as formal and to report for tax purposes and how much to keep informal and hidden. Informal economic activity carries a risk of getting caught, taxed, and fined. Simulations show that differences in tax rates alone can only account for approximately 23% of informality across high-income countries while differences in governance quality, the extent to which tax rates are enforced seem to play a more important role. Taking into account both, governance quality and tax rates, the model can account for 72% of informality in high-income countries. I run a policy experiment that raises governance quality in Greece, Italy, Spain, and Portugal to Finish standards. Informality across these countries is reduced by an average 13 percentage points and in case tax collection costs increase less than five fold, the policy also implies higher tax revenues.JEL classification: E26, H20, H26, J24

The shortage of skilled workers limits the growth of more productive firms. Two factors influence the availability of skilled workers: i) the education level of the workforce and ii) large public sectors that predominantly hire individuals with a better education. We set up a model economy with a government and private firm formation where production requires unskilled and skilled jobs. Workers with a secondary education are pivotal as they can perform both types of jobs. We find that level of education and public sector employment account for 40-45% of the differences between the United States and Mexico in terms of average firm size, GDP per capita, and GDP per hour worked. We also show that the impact of public employment on skill premiums and productivity measures depends on the skill bias in public hiring.JEL Classification: J24, J45, E24, H30, O11

However, the decision to acquire language skills may in itself be determined by the intention to migrate. In addition, conditional on being a migrant, the relation between language skills and migrants' integration and economic success goes both ways. Using data on the study of foreign languages during compulsory education in European countries, we test whether and how much language proficiency determines migration flows across Europe. The European Union with basically unlimited labor mobility and pronounced differences in youth unemployment rates provides an ideal testing ground for our hypothesis. We find that speaking the language of a country increases the likelihood to migrate to that country almost fivefold.JEL Classification: J61, I20, F22
