The development of rural areas is a significant component in social and economic activities. It is very important for optimizing the allocation of rural production and living factors, promoting the integration of urban and rural areas and sustainable development to identify the characteristics and main types of regional rural development. In this paper, 169 villages in Jingyuan County were selected as the research object, and the evaluation index system of rural development level was constructed from the perspective of “Factor-structure-function”. The rural development level and spatial structure characteristics of Jingyuan County were analyzed by using rural development index, regional function index, nearest neighbor index, and exploratory spatial data analysis, and the types and specific paths of rural development were determined. The results showed the following: Rural development of Jingyuan County is at a low level, which is characterized by “high in the south and low in the north”. The level of rural development shows significant spatial dependence in the global space, and the spatial agglomeration characteristics are obvious, which are manifested as strong agglomeration dominated by resource endowment and cultural function and weak agglomeration dominated by production function and location relationship. The local space is characterized by stable high value and high value (H-H), low value and low value (L-L) bidirectional agglomeration. According to the spatial characteristics of the rural development level, the “4 + 10 + 6 + 2” system of rural development type identification in Jingyuan County was constructed, and finally it was determined that policy leading and characteristic protection are the dominant types of rural development. Based on this, this paper put forward specific paths and development models of different types of rural development in Jingyuan County from seven dimensions: industry, population, land, tourism, space, culture and ecology, so as to provide ideas and references for the integration of urban and rural areas, the implementation of rural revitalization strategy, and sustainable development in the western poverty-stricken areas.
The level of sustainable livelihoods, as a yardstick for measuring the social development of migrants, is of great importance to the sustainable development of the region. Based on the analysis of the policy logic of ecological protection and high-quality development in the Yellow River basin, this paper constructs a “ternary” system model and evaluation index system for sustainable livelihoods of farm households in the ecological resettlement areas of the upper Yellow River, and proposes that the harmonious relationship between the three basic dimensions of economy, society and environment is the key to evaluate the sustainable livelihood level of farm households in ecological resettlement areas. Based on the comprehensive evaluation index to assess the comprehensive development level of ecological resettlement areas, we introduced the coupling coordination degree and constructed the coordinated development degree model of “economic-social-environmental” system to characterize the sustainable livelihood level. Through the data of 1116 questionnaires and in-depth interviews in the ecological migrant resettlement area of Liujiaxia reservoir in the upper reaches of the Yellow River basin, the sustainable livelihood status and spatial distribution differences of farm households in 14 townships in the region were evaluated, and the validity of the indicator system was empirically tested. Finally, sustainable livelihood strategies for farm households in the ecological resettlement areas of the upper Yellow River are proposed for the economic, social and environmental dimensions, and the indicator system is further revised. The evaluation system can not only advance the research paradigm of sustainable livelihood assessment for farmers in ecological migrant resettlement areas but can also be widely guided and applied to the sustainable development of ecological migrant practices in China.
Under the requirement of the modernization of the national governance system and governance capacity, it is an important measure for the government to respond to the demands of the public in the process of urban governance to explore more extensive and more universal means of public participation. With the advent of the Internet era, the communication method of using images as media has made public participation across time and space simple and convenient compared with the background, whereby the participation channels in past urban planning processes could not fully meet the public’s demands. We Media, represented by participatory videos, has had a huge impact on public participation with the help of the widespread influence of the Internet. Using the political analysis framework of “general will—particular will”, it is proposed that coordination between the cognitive level and the practical level is key to evaluate the level of public participation in participatory video intervention in urban planning. AHP and Delphi are used to build the index system. On the basis of adopting a comprehensive evaluation index, a coupled coordination model is introduced to build the public participation evaluation system of urban planning based on the participatory video of ‘general will—particular will’. Through the evaluation of 4770 image samples and 200 survey materials from 11 communities in Xi’an, the index system is found to display good validity. Finally, from the perspective of different stakeholders, the implementation of participatory video intervention in public participation is summarized. This paper has important theoretical value and guiding significance in clarifying the impact of participatory video intervention on public participation in urban and rural planning and promoting the effective improvement of public participation in urban planning.
