Pristupanje Republike Srbije Evropskoj uniji je proces koji više od 18 godina u kontinuitetu okupira interesovanje akademske zajednice, institucija, nevladinog sektora i samih građana. Evropska budućnost Srbije i Zapadnog Balkana je proklamovana od strane Evropskog saveta na samitu u Solunu 2003. godine. Ovaj period praćen je različitim proceduralnim fazama približavanja i saradnje, u čijoj osnovi se nalaze ekonomski i politički interesi obeju strana za ekonomsko povezivanje, jačanje odnosno pristupanje jedinstvenom tržištu, rast životnog standarda građana, vladavinu prava, jačanje institucija, poštovanje zajedničkih evropskih vrednosti i demokratski razvoj društva. Domaća i strana literatura koja tretira evropske integracije, dokumenta i izveštaji institucija i medijski nastupi predstavnika obeju strana ponekad ukazuju na dijametralno suprotne stavove, kao da se radi o dva potpuna paralelna procesa opterećena različitim viđenjima i vrednovanjima, prepunih nedovoljnom iskrenošću i nedostatkom poverenja u ostvarivanju ciljeva integrativnih procesa. Ovim radom se analitički i kritički pristupa istraživanju procesa približavanja i pristupanja Republike Srbije Evropskoj uniji i ukazuje na međusobne protivrečnosti, nedostatke, nekonzistentnosti i neizvesnosti koje se javljaju u javnosti i kod građana Republike Srbije. Strategija za proširenje EU na Zapadni Balkan iz 2018. godine i nova metodologija pristupanja su primeri par excellence za uvid u neprekidni proces izmena, nedoslednosti i nepoverenja. Namera autora je da upotrebom istorijskog, uporednog i teleološkog metoda istraživanja, uz analizu prethodnih proširenja Unije i političkih procesa, ukažu na nelogičnosti, zasićenost i rastuće nepoverenje građana Republike Srbije u proces pristupanja. Iz perspektive građana Republike Srbije čini se da EU, kao strateški prioritet u kog su najviše verovali poslednjih 20 godina, treba polako da prepusti svoje mesto drugim oblicima geopolitičkog povezivanja.
The criminal jurisdictions of the European Community and subsequently the European Union began to develop as subsidiary competencies aimed at protecting economic and industry policies established by the founding treaties. Their development has pointed to the necessity of using forced measures for the preventing abuse and countering criminal activities in the area of the customs union and the common market. This paper presents the gradual transfer of limited criminal jurisdictions from the jurisprudence of the European Court of Justice and communitarian law into the contractual competences of the European Union with an explicit legal basis after the entry into force of the Treaty of Lisbon. Using the teleological method, the method of the content analysis (of the legal norms) and the comparative method the paper emphasizes examples of using criminal jurisdictions within the framework of communitarian law, the delimitation of competencies between the EU and the EC, and the changes made by the Treaty of Lisbon in relation to the EU Treaty of Amsterdam. Amendments to the founding treaties have set the foundations for developing criminal jurisdictions into the supranational criminal law that through its norms would supplement national criminal justice systems in the areas of substantive criminal law and the law of criminal procedure.
Sociological and safety aspects of the geopolitical integration of the Republic of Serbia into the EU are part of the reality the country and the society have been confronting since the beginning of the 21st century. To single out and determine every sociological and safety factor is almost impossible since there is no definiteness of factors affecting the positioning of a country within the association of new countries. Neither is there any unique prototype applicable to all countries. Each country possesses cultural, national, religious, institutional and economic uniqueness; hence, it can be concluded that each country undergoes various experiences in the process of integration into a new institutional family. Since the creation, the European Union by its structure has presented a challenge to the society in all respects. This may certainly be measured and explained by sociological and safety standards. This paper presents the past correlations of the Republic of Serbia from two decades ago to the present, using a synthetic method to carry out a comparative analysis of the descriptive pattern, position, and capacities of the national in relation to supranational.
Sažetak: Sistem proizvodnje hrane predstavljen u strategiji "Od polja do stola" (en. From Farm to Fork) je novi pristup vrednovanja hrane, koji pored poboljšanja načina života ljudi, zdravlja i zaštite životne sredine, ima i socijalnu i etičku dimenziju. Iz ugla zaštite životne sredine proizvodnja, prerada, maloprodaja, pakovanje i transport hrane, kao jedan zaokružen sistem, značajno doprinosi zagađivanju ekoloških vrednosti kao što su zemljište, vazduh i voda, emisiji gasova sa efektom staklene bašte i nanosi veliku štetu bioraznovrsnosti. Jednom rečiju, sadašnji prehrambreni sitemi su jedna od značajnih pretnji klimatskim promenama i ugrožavanju životne sredine. Na ovakvo stanje u mnogome utiču poljoprivredna proizvodnja sa visokim stepenom zavisnosti od pesticida i antibiotskih preparata, prekomerna upotrebe đubriva i jos uvek mali procenat ekološke poljoprivredne proizvodnje.
