There is continuity and change in Malaysia's foreign policy in the past six decades under the leadership of six Prime Ministers. The 'returns' of Mahathir as the 7 th Prime Minister of Malaysia might probably signal the changes in the contemporary Malaysia's foreign policy in responds to the globalization. One of the important sectors that actively embrace the positivity of globalization is higher education. There are a positive capability of higher education institutions (HEIs) as an instrument of Soft Power to strengthen the bilateral relations between Malaysia and Indonesia. With many unsettled security disputes and issues in between Malaysia and Indonesia, Mahathir and Jokowi might be prioritizing their Soft Power strategy. In the Malaysia context, growing numbers and the reputations of HEIs indicate the possibility that higher education to be integrate into enhancing and shaping the foreign policy. This paper highlights the potential of higher education institutions (HEIs) to be an effective platform to enriching the state's soft power and strengthening the bilateral relations between Malaysia and Indonesia through the internationalization of higher education.
The number of refugees has increased for a decade leading to seek an alternative approach to managing refugees globally. This research will explore the current management of refugees and future direction towards sustainably managing refugees. While the UNHCR has a role in particularly resettling refugees to developed countries, states also have the authority to integrate refugees with local people under the Refugee Convention in 1951. The methodology used is a quantitative study through a statistical descriptive analysis from secondary sources and literature reviews. The result shows that states are reluctant to have a new arrival of refugees into their territories, while the UNHCR currently faces difficulties in resettling refugees to third countries. As a result, refugees are waiting with uncertainty and without livelihood opportunities in transiting countries. In regards to this issue, it seems necessary to have a capacity building and market intervention for the future direction of sustainable refugee management through a partnership with private sectors under the SDGs and other global agenda. These will equip refugees with skill development to enhance self-reliance as well as labor opportunities entering the future market places.
Pengabdian kepada masyarakat mengenai proses pengambilan keputusan dalam kebijakan luar negeri ini bertujuan untuk menumbuhkan kesadaran akan pentingnya kebijakan luar negeri kepada siswa-siswi Sekolah Menengah Atas (SMA) di kota Padang. Kebijakan luar negeri sering diidentikkan dengan hal-hal yang bersifat kompleks dan jauh dari ruang lingkup masyarakat umum. Tim pengabdian masyarakat berharap kegiatan ini dapat membantu siswa-siswi SMA untuk memahami proses pengambilan keputusan dalam kebijakan luar negeri. Kegiatan pengabdian dilaksanakan dengan metode ceramah dan role play tentang proses pengambilan keputusan dalam penyusunan kebijakan luar negeri. Pendekatan yang digunakan dalam pengabdian masyarakat ini adalah konsep dari Graham Allison mengenai proses pembuatan kebijakan luar negeri. Kegiatan ini dirancang dalam beberapa tahapan. Pada tahap awal, tim pengabdian mempersiapkan perencanaan. Tahapan kedua yaitu persiapan pendidikan dan tahapan selanjutnya adalah pelaksanaan kegiatan. Dapat disimpulkan kegiatan pengabdian masyarakat ini dapat memberi pemahaman mengenai pentingnya kebijakan luar negeri. Hasil dari kegiatan pengabdian masyarakat ini menunjukkan bahwa wawasan peserta kegiatan dalam hal kebijakan luar negeri mengalami peningkatan. Hal tersebut didasarkan kepada beberapa capaian indikator yaitu pemahaman terkait aktor yang berperan dalam perumusan kebijakan luar negeri, faktor yang mempengaruhi kebijakan luar negeri serta dampak dan strategi negara dalam mencapai kepentingan nasional.
Security study is one main course in the international relations discipline because it consists of an important conceptual framework that is crucial in understanding the relationship between states and global politics. Previous learning method which has applied to this course demand domination of lecturers and face to face in every learning process. Meanwhile, in the current era of technological development, the world demands a flexible type of learning in terms of time, place, and circumstances. This article examines the effectiveness of video presentation techniques on learning security studies concepts. The population of this study is a student of the international relations department Universitas Andalas who enrolls in the security studies course this semester. The technique of data collection is by using questioner, pre-test and post-tests. This study found that by applying a video presentation technique 88% of students agree that it helps them in understanding basic concepts of security (deterrence, nuclear proliferation, security dilemma, warfare, bandwagoning, buck-passing, International Cooperation, dependency, interdependency, dan arm race). Based on the post test more than 58% of students present maximum grade, it indicates the effectiveness of video presentation techniques on learning of security concepts.
This research began with experience during my doctoral studies in Japan from 2012 to 2017. I observed a number of changes in the behavior, attitudes and views of several diaspora who had settled there. The direct observation found that most diaspora did not seem to care about their national character. Like when whenever we discuss workers and diaspora, the discussion often only revolves around the normative character. From the State side, the slogan is always directed to always provide support to the State. Instead social activists actually inject a narrative that they (the diaspora) are exploited by the State. So that the meaning of nationalism according to them actually contradicts what the State wants. Thus, it becomes important to observe how the sense of nationality disappears from the diaspora and does not know how the practice of nationality itself. The problem that arises is how the Indonesian diaspora understands, negotiates, and practices their nationalism. So that their views of their native lands change with their daily experiences.
