Preservation of public health is the main goal of social progress and development of the society. The search for potential opportunities to improve individual and public health indicators is a positive predictor of increasing the socio-economic efficiency of the society and increasing the healthy life expectancy of citizens. The scientific review provides arguments in favor of the need for professional collaboration of specialists from various industries in order to universally realize the most important right of citizens to protect their own and public health. Regulatory legal documents defining national and international policy in the field of health protection and forming the general vector of development of health care activities were used as the sources of information for the formation of the basis of the study. As a result of a logical generalization of global and national priorities and trends in the development of the healthcare sector, the main prerequisites (determinants) of health saving of citizens, adopted by the world community and reflected in domestic documents, are formulated. The main prerequisites (determinants) of health are defined as: promotion of activities that advantage health protection; creation of a single preventive space; specification of the concept of 'responsible attitude to health'; coverage of the entire life cycle of a person and all spheres of his activity in the formation of a responsible attitude to health and motivation for its preservation; development of information technologies in the field of health protection; expansion of intersectoral and interdisciplinary cooperation in order to maintain and strengthen health; improvement of public health literacy; transformation of health services from the standpoint of health protection; development of human resources to ensure health-saving activities. The identified determinants of the preservation of individual and public health can act as a theoretical basis for the development of a scientific and practical methodology aimed at solving problems of improving health through the potential of interdisciplinary interaction of specialists in various fields of activity.
Relevance: Public health protection is the main principle of the development of a civilized society. At present, health protection issues are considered extremely important in our country. There is an obvious need for pharmaceutical specialists to participate as «team members» of the health system in the implementation of state tasks to strengthen and preserve the health of society, which is stipulated by international requirements for the organization of pharmaceutical care and promotion of a healthy lifestyle. The purpose of the study is defined as an evaluation of the professional potential of pharmaceutical specialists in the implementation of state tasks aimed at health protection of citizens. Materials and methods: The professional potential of pharmaceutical workers was evaluated on the basis of the analysis and systematization of the results of a survey of 414 pharmaceutical workers from various regions of the Russian Federation. In the work, non-parametric methods of statistical analysis were used to compare the average ranks of the responses of the respondents determined during the analysis of variance, and a two-sample t-test to compare the differences in the shares of respondents that agree with one statement or another. Differences were accepted as significant at p <0.05. Formation of the factors determining the health-saving competence and the level of preparedness of pharmaceutical personnel for health protection activities was determined by the expert assessment method. The number of experts was 32 (representative> 15). Results.Phasedmulticriteriaanalysisofthecomponentof healthprotectionimplementationintheorganizationofpharmaceutical care showed that the professional capacity of the pharmaceutical personnel in health protection of citizens depends on socio- demographic data (factors) of specialist (according to the criteria of education, pharmaceutical experience and position), the legal characteristics of the pharmacy - the foundation of pharmaceutical activity performance (criteria: form of ownership, belonging to a pharmacy chain). It is revealed that the most promising cohort for introducing the principles of health protection are pharmacists with pharmaceutical experience from 10 to 20 years, who have demonstrated the highest level of competence in public health protection, high awareness in the implementation of labor functions focused on the prevention of pharmacotherapeutic risks and have shown sufficient readiness to implement organizational technologies aimed at the formation and promotion of a healthy lifestyle. Based on the results of the analysis, the expert evaluation of the analyzed criteria has been done, the factors having the greatest weight in the formation of professional predictors, aimed at health protection during the provision of pharmaceutical care have been revealed and the coefficients to evaluate the professional capacity of the pharmaceutical personnel in the protection of the health of the population have been formed: Coefficient of health protecting qualification and personal competence (Cqualification), Coefficient of readiness for health protecting activities (Creadiness). Conclusion. The formation and evaluation of the professional potential of the pharmaceutical workers’ in relation to activities aimed at preserving and strengthening the health of citizens is of significant importance for the effective self-fulfillment of a specialist in the profession, which must be taken into account when developing educational programs at all stages of training and professional development of employees. The multi-criteria approach developed and tested by us to evaluate the professional potential of the pharmaceutical personnel is appropriate and advisable for designing of personnel development programs in pharmacy organizations, personnel evaluation systems and analysis of the effectiveness of the methods used in-house training.
Introduction. The key role in the organization of the pharmacovigilance system is played by the Marketing Authorization Holder (MAH), who monitors the safety and effectiveness at all stages of the life cycle of drugs, the need for which is determined by regulatory documents in the field of pharmacovigilance. The possibility of ensuring the required quality of the processes and the results obtained in the pharmacovigilance system of the MAH is directly related to the availability of a sufficient number of competent, qualified and trained personnel in the units that closely interact in the pharmacovigilance system of the MAH, which necessitates the formation of appropriate competencies for the implementation of procedures provided for when identifying changes in the safety profile of drugs. An integral part of the formation of competencies of employees and departments involved in the pharmacovigilance system of the MAH is training according to a specially developed program and evaluation of its effectiveness.Aim. Substantiation of the formation of professionally specialized competencies and training of employees in the pharmacovigilance system of the MAH.Materials and methods. The research materials were the results of the works of domestic scientists, data from their own research and regulatory legal acts regulating pharmacovigilance in the Russian Federation, the EAEU. Methods of sociological, logical analysis, and interactive learning were used as research methods.Results and discussion. The necessity has been established and the professionally specialized competencies of managers and specialists of the MAH in the pharmacovigilance system have been formed, for the mastery of which an educational program has been developed and training has been conducted. Information and methodological support of personnel has been introduced.Conclusion. In the course of the conducted research, it was found that training is an integral part of the organization of an employee's independent workflow. In order to achieve high-quality performance of processes and tasks related to pharmacovigilance, it is necessary to have a sufficient number of competent and trained personnel in the MAH. In order to update the acquired knowledge on pharmacovigilance, it is advisable to carry out intra-corporate training with a certain frequency.
