Currently, the agro-industrial complex is a set of different branches of the agricultural system that are aimed at producing or processing agricultural raw materials and obtaining various types of finished products from it.The purpose of this study is to characterize the current state and prospects for the development of the agroindustrial complex of the region.Methodology. Methods of the research on the implementation of tasks are considered using horizontal analysis methods, tabular and graphical data display, data comparison (comparison method), to solve specific problems of the regional agro-industrial complex.The originality of the study is the use of a mechanism to substantiate strengths with positive opportunities for the development of the agro-industrial complex of the Turkestan region, which contribute to the creation of conditions for the cost-effective functioning of agro-industrial enterprises in the region.Findings. The article analyzed the statistical data of the agro-industrial complex of the Turkestan region, identified vulnerable sectors of agriculture in the region. Despite available resources and capacity, challenges are being identified, such as:– Low level of competitiveness of products and profitability of agro-industrial enterprises;– Low efficiency of smallholders;– Poorly oriented research on the needs of agricultural production, etc., which needs to be addressed in order to stabilize and improve the well-being of the agro-industrial sector and, as a result, the well-being of the region.

Based on analytical reviews, volatility will continue to persist in commodity markets, especially in oil markets, in 2019. Oil prices are projected to rise slightly in the near future and will average about $70.0 per barrel, compared with $71.0 in 2018. At the same time, the risks to oil and other commodity prices are mainly reduced, given the slowdown in demand growth and increased supply. Despite volatility, prices are expected to be slightly different from their current indicators by the end of 2019. The above indicates the relevance of the chosen topic, since oil for Kazakhstan is a natural resource that has an impact on the state economy as a whole. Oil does and will predetermine the further development of the national economy. In accordance with the adopted strategy for the development of manufacturing industries, the oil and gas sector should become the basis of the country's economic growth based on its deep processing and manufacturing of high value-added products. This article provides an overview of theoretical approaches to assessing the role of natural resources in the development of countries, as well as the stages of development of world oil markets. An analysis is conducted of the impact of various factors on the development of world oil markets and their volatile characteristics. The development of the Kazakhstani oil market is examined and evaluated.

The article considers the priority directions of development of the domestic light industry market, taking into account the constraints. The main attention is paid to the works of scientists who consider the development of light industry in the context of economic and strategic security of the country. The analysis of statistical data revealed that the largest share in the structure of light industry is occupied by textile products and clothing production has lost its position in recent years. Light industry enterprises are located in all regions of the Republic of Kazakhstan, as they are connected with many related industries and serve the entire national economic complex. According to the authors, the light industry market has the main systemic problems in the development of the industry: technological backwardness of light industry; weak competitiveness of domestic goods in the domestic market; underdevelopment of the e-Commerce market; dependence on imported raw materials; low level of innovation in the industry; discrepancy in the quality of goods to the needs of customers. The authors of the article give specific recommendations for the further development of the light industry market of the Republic of Kazakhstan: to invest money in new technologies and innovations; to use social networks to promote products and find out consumer preferences of buyers; to apply e-business models for the sale of goods.

The problems of ensuring effective management and forming competitiveness of industrial enter-prises are relevant regardless of the conditions for conducting business activities. The fact is that the competitiveness of business structures in modern conditions is not ensured by simply owning factors of production (labor, capital, land), and even entrepreneurial talent is not currently a source of obtaining stable or exclusive competitive advantages. In order to obtain sustainable or exclusive competitive advantages that constitute strategic competitiveness, the business structure needs to have an intellectual (educational) component of development, including the production and implementation of innovations, as well as readiness for changes. Subject of research. On the basis of innovative foresight, ensuring the competitiveness of business structures of the production industry is a set of organizational, managerial and economic relations that arise in the process of formation. Purpose and objectives of the study. Development of proposals to improve the competitiveness of business structures based on innovative foresight. A number of theoretical, methodological and practical issues related to the formation and implementation of a strategy for managing the innovative development of entrepreneurial structures based on innovative foresight remain insufficiently studied and require further development of rules for its creation and functioning. At the same time, despite a detailed description of the problems of strategic management of innovative deve-lopment of business structures, the research of foreign scientists was carried out in relation to the relatively stable conditions of the economy of developed countries, the practical application of the mechanisms proposed by them in the conditions of the Kazakh economy requires mandatory revision, taking into account the specifics of the modern economy and industry.
