The purpose of the article is to consider the practical aspects of the structural transformation of economy. Over the past few decades, absolutely all national economies have undergone structural changes, regardless of their size, economic system and all other political or economic differences. The transformation of structures was associated with many factors, including institutional changes, technological changes, the widespread introduction of the results of scientific and technological progress, globalization and integration processes. At the same time, it should be noted that not all structural changes had a positive effect for all countries, even though the changes had almost the same trend of growth in the share of the service sector, a decrease in the share of agriculture and manufacturing. This article is an attempt to systematize the main trends and consequences of structural transformations in the world. The authors put forward the hypothesis that the world economy tends to “servicization” and deindustrialization, which has dialectical significance for the world economy. To assess the structural changes, we analyzed the data of the World Bank to study the dynamics of changes in the sectoral structure of the countries of the world in the period from 1990 to 2019. A very great influence on these processes was exerted by globalization, which through its mechanisms made possible a rapid change in industry proportions not only in the developed world, but also in developing countries, while forming a global trend of “servicization” of the economy. The authors tried to conduct a comparative analysis of the impact of each economic sector on GDP using a regression model based on panel data from more than 180 countries of the world presented by the World Bank.
The topicality of the problem under study is due to the expansion of the contemporary concepts of the regional innovation system, and the increasing role of regions and local governments in the implementation of State programs of innovative industrial and technological development. This article aims toward the study of participants of regional innovation processes in the Karaganda region, and the definition of their goals in current conditions. The leading approach taken to the study is the analysis of the regional innovation policy issued by the authorized organizations, and the local government, allowing us to identify the tools of their relationship with other participants of the innovation system in the region. The key participants of the regional innovation system are characterized. The indicators of innovation activity in the region are considered. The factors influencing the innovation processes are identified. The materials contained in this article are useful for improving the management functions and positions of state authorities in the region, as well as for conducting a comparative analysis with other regions of Kazakhstan and the territorial subjects of nearby foreign countries.
The fundamental structural transformations that have taken place in the country's economy have led to a deterioration in the quality of the economic system and increased dependence of the national economy on the conjuncture of world markets. Our previous research was concerned with determining what triggered the change in the structure of the economy, how effective the changes were, and what changes in sector proportions they led to. In this article, we tried to analyze whether we are facing the consequences of the "Dutch disease", which led to structural transformations in the economy.The purpose of the study is to confirm our assumption that the economy of the Republic of Kazakhstan is subject to the "Dutch disease".Methodology of the study. The authors relied on the cointegration analysis of time series using the Engle-Granger tests, the analysis of the stationarity of the Dickey-Fuller methods in order to determine cointegration, to assess the degree of interrelation between the values of mining and manufacturing production volumes on GDP indicators, as evidence of the presence of "Dutch disease".Originality / value of the research. The originality and value of the study lies on the fact that the authors tried to analyze the economy for the presence of "Dutch disease" in the economy of Kazakhstan using time series analysis methods.Findings. There is an assumption that the economy of Kazakhstan has certain symptoms and signs of the "Dutch disease", but it is not possible to say unequivocally that it was the main catalyst for structural changes, due to the fact that we could not prove the existence of a negative relationship between the growth rates of the mining industry and the manufacturing industry.
Статья посвящена вопросу применимости отдельных моделей и функций экономической теории по отношению к современным условиям экономики Республики Казахстан. Имеется большое количество исследований, посвящённых анализу причин и факторов, влияющих на формирование дохода компаний, и последующего объяснения качества экономического роста с точки зрения экстенсивности или интенсивности производств. Но есть вопрос могут ли они объяснить или оценить имеющуюся ситуацию в экономике Республики Казахстан, учитывая сложность всех экономических процессов, различия в институциональном развитии, ограниченность моделей. В данной статье авторами сделана попытка оценить технологичность производства предприятий экономики Республики Казахстан с использованием производственной функции Кобба-Дугласа. Авторы попытались объяснить влияние таких факторов производства как капитал и оплата труда на создание валового дохода предприятий, а также оценить роль отдельных факторов в формировании себестоимости продукции. В результате исследования, основанного на синтетических данных Бюро национальной статистики Агентства по стратегическому планированию и реформам Республики Казахстан, авторы пришли к выводу о недостаточном уровне технологичности малых и средних предприятий РК, а также выявлен вес факторов, формирующих себестоимость продукции малых и средних предприятий РК. В ходе проведения исследования были использованы методы корреляционно-регрессионного анализа на основе панельных данных предприятий РК. The article is devoted to the applicability of certain models and functions of economic theory in relation to the modern conditions of the economy of the Republic of Kazakhstan. There is a large number of studies devoted to the analysis of the causes and factors affecting the formation of companies' income, and the subsequent explanation of the quality of economic growth in terms of the extensiveness or intensity of production. But there is a question whether they can explain or assess the current situation in the economy of the Republic of Kazakhstan, given the complexity of all economic processes, differences in institutional development, limited models. In this article, the authors have made an attempt to assess the manufacturability of the production of enterprises of the economy of the Republic of Kazakhstan using the Cobb-Douglas production function. The authors tried to explain the influence of such factors of production as capital and wages on the creation of gross income of enterprises, as well as to assess the role of individual factors in the formation of production costs. As a result of a study based on synthetic data from the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, the authors came to the conclusion about the insufficient level of manufacturability of small and medium-sized enterprises of the Republic of Kazakhstan, and also revealed the weight of factors that form the cost of production of small and medium-sized enterprises of the Republic of Kazakhstan. In the course of the study, methods of correlation and regression analysis based on panel data of enterprises of the Republic of Kazakhstan were used.

Having studied the new US agricultural development strategy, which is based on modern technologies with a view to reducing the impact on the environment. The experience learned made it possible to develop an innovative approach strategy in the agro-industrial sector, that is, with the transition to modern technologies and renewable energy sources.
