International audienceMarine recreational fishing (MRF) is a high-participation activity with large economic value and social benefits globally, and it impacts on some fish stocks. Although reporting MRF catches is a European Union legislative requirement, estimates are only available for some countries. Here, data on numbers of fishers, participation rates, days fished, expenditures, and catches of two widely targeted species were synthesized to provide European estimates of MRF and placed in the global context. Uncertainty assessment was not possible due to incomplete knowledge of error distributions; instead, a semi-quantitative bias assessment was made. There were an estimated 8.7 million European recreational sea fishers corresponding to a participation rate of 1.6%. An estimated 77.6 million days were fished, and expenditure was €5.9 billion annually. There were higher participation, numbers of fishers, days fished and expenditure in the Atlantic than the Mediterranean, but the Mediterranean estimates were generally less robust. Comparisons with other regions showed that European MRF participation rates and expenditure were in the mid-range, with higher participation in Oceania and the United States, higher expenditure in the United States, and lower participation and expenditure in South America and Africa. For both northern European sea bass (Dicentrarchus labrax, Moronidae) and western Baltic cod (Gadus morhua, Gadidae) stocks, MRF represented 27% of the total removals. This study highlights the importance of MRF and the need for bespoke, regular and statistically sound data collection to underpin European fisheries management. Solutions are proposed for future MRF data collection in Europe and other regions to support sustainable fisheries management
This article offers an analysis of why Russia has been struggling to implement the environmental policies adopted by the government. While Transnational Advocacy Networks (TANs), much discussed in the Constructivist scholarship and concerned with forces behind normative and behavioral change, do indeed have an independent effect on the adoption of environmental laws, they act predominantly through inter-governmental channels, not necessarily impacting on society itself. This partly explains why norms get adopted but may end up not getting implemented. Based on the existing literature on TANs, the authors’inquiry establishes the fact that, to be successful in facilitating implementation, transnational networks can operate not only in the capacity of Advocacy Networks for the adoption of norms, but also as what the authors of this article previously chose to refer to as Expertise and Experience Networks, primarily aiming to aid norm implementation. Countries can be affected by TANs but not by TEENs, which might account for the paradoxical situation in Russia regarding norm implementation. The difference between the two only becomes apparent in cases when they do not operate simultaneously.
The paper analyzes the basic parameters of the soft power of the European Union in the context of the effectiveness of its foreign policy and comparison with the efforts of Russia's own resources capacity of non-violent political influence. To solve this purpose the author dissects the basic interpretation soft power, reviews the criteria to measure the effectiveness foreign policy, highlights the existing scholarly discussion regarding the applicability, relevance and accuracy of the concepts of hard and soft power in applied policy analysis. Particular attention is paid to the problem of trust in international relations in general and in the relations between Russia and the EU in particular. The presence of trust in international relations constitutes a prerequisite to solve any problems for foreign policy. Analyzing the practical expression of the basic values of Western European countries and Russia the article concludes that the efficiency of 'soft power' strategies exercised both by Russia and the EU vis-à-vis each other is rather low. The multi-faceted relations between Russia and the European Union with closely interwoven national interests of different countries do not make these relationships easier whereas a whole array of historical and psychological problems do not add trust. Therefore, it is reasonable to opt for formalized dialogue institutions. In conclusion, the author provides recommendations for medium-and long-term prospects of the bilateral relations.

The emerging trend in Russia’s foreign policy is its reorientation from active interstate and socio-economic interaction with the states of the "collective West" to the countries that make up the Asian macroregion. The article presents the qualitative and quantitative assessment of the emerging relations between Russia and the countries of the East, namely the ASEAN countries, Northeast Asia and the Indo-Pacific region. Assuming that the prerequisites for the strengthening of such relationships between countries should be reflected in changes in trade relations, increased migration flows, and changes in policy in terms of countries' military spending, the study attempts to evaluate such changes econometrically. We use the method of constructing multiple linear regression, as well as indicators for assessing country-by-country correlation and cluster analysis. The object of the research is the countries of Northeast Asia (China, Japan, Republic of Korea); ASEAN countries (Thailand, Indonesia, Vietnam, Malaysia, Singapore); India; Australia and Oceania. The empirical base of the study is the official statistics of World Bank, SIPRI, FSGS. The findings indicate the emerging conditions for Russia's turn to the East. The analysis reveals a number of stable features indicating the possibility of modeling a reasonable predictive scenario. The proposed estimates can also be used for further study of the directions of interaction between Russia and the East, methodological and empirical clarification of the emerging relationships, determination of significant factors strengthening the noted interactions.
