This article explores the problems of legal regulation of the implementation of the "right of drug addicts for rehabilitation" in Ukraine‚ and the foreign experience of individual EU countries in this area. The methodology of this scientific work is based on the system of methods of general scientific and special-legal methods of cognition. This paper reveals the features of the implementation of the "right of drug addicts to rehabilitation", establishes the concept of "rehabilitation of drug addicts", as well as the term "right of drug addicts to rehabilitation", the legal status of individual subjects is studied. Who are involved in the implementation of rehabilitation services for drug addicts. It is proposed to divide legal acts that cover the implementation of the “right of drug addicts to rehabilitation” into two groups: (1) general and (2) special. It is emphasized that the legal framework that would cover an effective state system for the rehabilitation of drug addicts in Ukraine has not yet been created, and as a result, a large number of drug addicts do not have access to rehabilitation services‚ or do not receive them at all. Directions for optimizing the legislation of Ukraine on the rehabilitation of drug addicts are given, with an emphasis on the implementation in practice of effective programs for the rehabilitation of adolescents who are dependent on psychoactive substances, taking into account their age groups. It is proposed to adopt a special Law of Ukraine on the rehabilitation of drug addicts. It is concluded that the effective implementation of advanced methods for the rehabilitation of drug addicts in Ukraine, taking into account international standards, should be a priority part of state policy, and it is important to use the principle of a holistic approach to the legal regulation of such rehabilitation assistance.

The paper investigates the development issues associated with the conceptual framework of the innovation studies in forensic science as a new research area in forensic science. The author studies the methodological problems of developing and grouping categories and concepts of the subject matter. It is substantiated that the level of development and validity of any scientific theory, including the innovation studies in forensic science, is determined according to the degree and level of development of its theoretical and methodological principles and the framework of categories and concepts of this theory. In particular, this refers to such concepts as forensic innovation, innovative forensic product, their functions, classifications, stages of the innovation process, etc. The study analyses the scientific approaches to understanding the basic categories of the matter under consideration, which are innovative forensic product and forensic innovation. The author offers their definitions, describes essential features and properties, and analyses the correlation of these concepts. Furthermore, the author analyses the general and universal dialectical method of rising from the abstract to the concrete and from the concrete to the abstract, including their role in the development of the conceptual framework of innovation studies in forensic science. The study notes that the methodological framework for the development and implementation of innovative forensic products and the application of forensic innovations in law enforcement also includes activity-based, system-structural, and technological approaches, the use of which is promising both in the study of basic concepts of innovation studies in forensic science and in the development of this forensic theory. The author articulates proposals and individual insights in the solution of particular debating points associated with innovations in forensic science and law enforcement practice. The study substantiates that a comprehensive approach to the development of basic concepts and categories of innovation studies in forensic science constitutes a methodological foundation for further research on this subject, which determines the promising areas for the development of forensic scienc

Theoretical and methodological principles of development and formation of concept of innovative bases of forensic support of law enforcement activity are still insufficiently studied. The main tasks, prospects of implementation and further directions of research of this concept are defined. It is substantiated that innovative bases of forensic support of law enforcement activities should be considered, on the one hand, as creating conditions for effective application of new forensic knowledge and means (technical, tactical, methodological and forensic ones), on the other hand, as a specific type of innovative forensic activity, carried out in order to optimize, improve efficiency and quality of the process of investigation of criminal offenses, hearings and law enforcement in general. Possibilities and prospects for a significant expansion of boundaries of forensic support, outlining the innovative foundations of forensic support in various areas of law enforcement (in particular, in pre-trial investigation and hearings; in criminal and civil proceedings; administrative proceedings; in prosecutors, lawyers and notaries). It is noted that innovations in forensic support of law enforcement agencies should be identified both as a whole and by individual entities. With regard to the subjects whose activities need forensic support, certain levels and directions of such activities are identified. New scientific approaches to the solution of the researched discussion questions are substantiated and perspective directions of their research are defined.

The actual problems of modern trends in the development of criminalistics in the era of digitalization are investigated. The current state, tasks and main trends of the modern development of criminalistics in real today's conditions in the conditions of war and the processes of digitalization of all spheres of life of our society are determined and analyzed. The most promising areas of scientific research in modern criminalistics in the era of digitalization are identified and characterized. It is substantiated that in modern realities it is important to take into account modern trends in the development of forensic science associated with the formation of its individual branches: digital, medical, aerospace, nuclear and military criminalistics. It is noted that the emergence and formation of new areas of criminalistics are primarily due to scientific and technological progress and the rapid development and implementation of the latest digital technologies, including artificial intelligence. It is believed that in the modern realities of the military in Ukraine, the problems of criminalistic support for the investigation of war crimes, crimes against humanity and genocide, taking into account international experience and the active use of digital technologies in law enforcement, are of particular importance. It is noted that the success of the implementation of the tasks of modern criminalistics largely depends on the European vector of development of domestic science, taking into account the best international experience in combating modern crime, which also actively uses the latest digital technologies and the capabilities of artificial intelligence in its criminal activities. Particular attention should be paid to the criminalistic training of investigators, prosecutors, forensic experts in the field of digital technologies.

The article is devoted to the study of topical problems of criminalistic science in modern conditions of martial law and global threats of the ХХІ century. The main trends in the formation and development of criminalistics in today’s realities are identified and analyzed, and promising areas of its scientific research are outlined. The emergence and formation of new areas of criminalistic science due to scientific and technological progress, the introduction of new technologies, and the need to identify specific traces and collect evidence (genomic, digital, nuclear, etc.) are substantiated. It is noted that it is important to take into account the current trends in the development of criminalistic science associated with the formation of individual branches (directions): medical, genotyposcopy, computer (digital), aerospace and nuclear criminalistics. In the context of the war in Ukraine and large-scale aggression from the Russian Federation, the relevance of the formation of a new scientific criminalistic direction of military criminalistics is noted, and its object, subject, system and tasks are defined.The problems of the formation and development of European criminalistics and the issues of integration of criminalistics into a single European criminalistic space are analyzed. It is substantiated that further prospects for the formation and development of criminalistic science suggest the need to reboot and modernize the current paradigm. In particular, we are talking about revising and significantly updating the modern understanding of the subject of criminalistics. The expansion of the boundaries of the application of forensic knowledge, which is required not only in the investigation of crimes, and their trial in criminal proceedings but also in the use of criminalistic science in various areas of legal activity (administrative, civil, economic, arbitration proceedings and even in constitutional jurisprudence) is considered and justified. The problems of the formation and development of European criminalistics and the integration of forensic knowledge into a single European criminalistic space are analyzed.
