The article substantiates the need for the Government of Ukraine to form a state policy for the development of multimodal transportation by clean and energy efficient vehicles, which will accelerate Ukraine's integration into the European and world space. The main strategic priorities for the development of multimodal transport, provided by the National Transport Strategy of Ukraine until 2030, are studied and its gaps are emphasized. The state policies of the developed countries concerning popularization of multimodal freight transportations by electric cars are considered and their comparative analysis is carried out. During the study, the following methods were used: comparative analysis, strategic analysis, - GAP-analysis, abstract-logical. It is substantiated that the formation of the balanced state policy for the development of clean and energy efficient multimodal transportation should be carried out with a presize definition of the stage and sequence of actions, ie in accordance with a guide for the state policy formation. The present paper is dedicated to the development of the guide. The author's guide is aimed at protecting the environment and ensuring the interests of present and future generations in a favorable environmentally friendly living conditions.
Introduction. It has been stated that the strategic guideline for the transformation of Ukraine's economy towards climate neutrality is to increase the ambition to reduce the carbon trace of multimodal transportation through the use of an arsenal of effective regulatory and fiscal measures.Problem Statement. The challenge is to find ways to increase the ambition to reduce the carbon footprint of multimodal transportation in the context of transforming Ukraine's economy to climate neutrality.Purpose. The purpose of this research is to developscenarios for reducing the carbon footprint of multimodal transportation to ensure the environment preservation and well-being of the future generations.Materials and Methods. The following methods have been used: economic and mathematical modelling on the basis of correlation-regressive analysis, for determining the dependence of greenhouse gas emissions on fuel consumption in the transport sector, cargo and passenger turnover, GDP, the number of permanent population; decoupling analysis, for estimating the impact of transport on the environment; comparative analysis, for studying the elasticity of greenhouse gas emissions with GDP changes in countries with the length of transport routes close to Ukraine; strategic analysis, for assessing the realism of NDCs2; scenario forecasting, for identifying alternative scenarios of changes in greenhouse gas emissions, provided that the traffic flows increase.Results. For the first time, a mechanism for paying a carbon tax on fuel, which ensures a fair attitude towards environmental pollutants and a reasonable formation of the investment potential of the Decarbonisation Fund. has been proposed.Conclusions. Having chosen the transformation of Ukraine's economy towards climate neutrality as a strategic guideline, the government shall decide to increase the ambition to reduce the carbon footprint of multimodal transportation through the use of an arsenal of effective fiscal measures.
MARKetING MeChANISMS foR IMPRovING the effICIeNCy of INDuStRIAl eNteRPRISeSPurpose. The paper deals with the problems of formation and application of marketing mechanisms to increase the efficiency of industrial enterprises. Under the current economic conditions of the development and course of globalization processes, ensur ing the effective activity of leading industries and their subordinate enterprises is a matter of extreme topicality and urgency. Timely and purposeful use of marketing mechanisms in the business activity of an enterprise is the key to its progressive develop ment.Methodology. In the course of the works, the methods of theoretical generalization, comparison, synthesis, analysis were used to reveal the general principles and to determine the basic categories of the study.findings. The application by industrial enterprises of an integrated approach based on the close interaction of market mecha nisms and the production process with mandatory relying on modern marketing mechanisms is necessary to increase their effi ciency. Increased competition caused by globalization processes is forcing industrial enterprises to improve their performance and manage their monitoring in order to influence the competitiveness of their products. Under the current conditions of development, there is a need to intensify marketing mechanisms in the activities of industrial enterprises, which will lead to the acquisition of leadership positions in the market and provide competitive advantages in it. The analysis of scientific publications made it possible to systematize approaches to gaining competitive advantages. It is established that in order for marketing mechanisms for improv ing the efficiency of industrial enterprise operation to give maximum effect, it is advisable to apply innovation. It was analyzed how marketing and organizational innovations were implemented at industrial enterprises. It is established that flexible production systems with the use of marketing approaches should play a key role in ensuring the economic process and organization of produc tion at an industrial enterprise.originality. The scientific research conducted reveals the need to find and propose marketing mechanisms to improve the ef ficiency of industrial enterprises, which is especially relevant in the context of economic and political instability and the uncer tainty of environmental factors. The results of the research made it possible to determine the stages of application of the innovation profile in these marketing mechanisms. Based on the analysis of innovation activity of industrial enterprises, it is determined that the problems of inhibiting innovative progress relate not only to technical or technological processes, but also to marketing ap proaches and mechanisms for organization of production and sales of products. The dynamic of innovation-digital changes, transformation of the international economic space, the impact of the pandemic, the expansion of technological innovations and the pace of modernization are causing new challenges and creating economic threats in the future. The article examined the essence and conditions of preventive management. Based on the definition of characteristics and conditions of economic security in the international business environment, the authors emphasize the research on the use of adaptive-oriented approach. This allows to reveal the stability of resistance and the precautionary character of the system of economic security. Adaptability to the dynamic innovation development of the international business environment requires revention and prevention of economic threats and risks. There is also a need to take into account the potential of strategic management of the economic security system of enterprises with affordable resource-based resources. This will allow preventive management tools to prevent crisis processes and increase competitiveness. Therefore, preventive management of the economic security system is considered as a combination of measures aimed at ensuring the policy of prevention, prevention and elimination of the emergence of unfavorable phenomena, which threaten the activity of enterprises by maximizing the possibilities of management potential. From the position of adaptive economic security, preventive management is directly related to risk management, which is caused by the influence of threats to external and internal environments of functioning, especially in the conditions of conducting international business. That is why the authors describe external and internal preconditions for the emergence of threats for economic security of enterprises. The article describes the stages of development of strategic principles of preventive management. Taking into account the world experience of managing the security system of economic systems, measures of preventive management are proposed taking into account the influence of international business.
