Sustainable development of rural areas is a priority in today's Russia, as evidenced by the system of regulations adopted in 2010-2015. Measures of government regulation aimed at ensuring food security and improving the living standards of the rural population include activities for the growth and modernization of agricultural production, development of the market of agricultural raw materials and food, as well as expansion and strengthening of the network of rural social infrastructure. These measures which are actively used since 2006, have failed to overcome the crisis processes in most regions, which indicates the need for revision of rural development policy. In the article the need for differentiation of government support in accordance with the typology of rural areas, considering the potential and the level of social, economic and environmental development is argued. The system of indicators and an integrated approach to assessing the sustainability of rural areas are suggested. The proposals for additional measures to support the depressed rural areas are suggested.
The sustainable development of rural areas is a factor of national security in modern Russia. Existing measures of state support are aimed at modernization of agricultural production with the purpose of overcoming the systemic crisis of agriculture and ensuring food security of the country. The effectiveness of measures aimed at social development of rural areas has led to some strengthening of social infrastructure, but had no significant impact on the depopulation of the rural population due to the high natural attrition and migration, the cause of which lies in low quality of rural life and unpopularity of rural lifestyle and agricultural labor. The solution of mentioned problems in most regions of the country necessitates revision of the current policy of sustainable development of rural areas. The present study argues the main drawbacks of the implemented state programs and represents suggestions for improvement of the mechanism of the state regulation of sustainable development of rural areas in Russia.Keywords: rural areas, state rural development policy, effectiveness of state support measures, mechanism of the state regulation of sustainable development of rural areas
-This article is devoted to the problem of sustainable development of rural areas of the Russian Federation through increasing their competitiveness due to organic management principles. Organic agriculture in recent decades is actively developing in many countries all over the world and can become Russia's new niche and sphere of influence. This is due to a unique combination of some factors: low-tech methods of agricultural production; a relatively liberal situation in the land market, a significant but poor involvement of the domestic human and scientific potential in the agrarian sphere of economy. Large-scale intensive agricultural production is growing rapidly around urban agglomerations, but the predominant part of the peripheral rural areas survives because of small-scale and low profitable forms of farming. Therefore, the development of organic agriculture can become for such areas not just an option, but the only possible model for development. The article reveals the prerequisites for the formation of such model and the role of the state in this process, that is interested both in enhancing the sustainability of rural development, and in ensuring, on this basis, the food security and independence of the country, as well as creating a solid foundation for population social well-being. The need to develop a system of measures of state influence on organic agriculture development in the spheres of production, regulation, exchange and consumption is defined. Their efficiency will influence the further development of rural territories in Russia, the competitiveness of domestic products in the international market, ensuring food security, implementing the universal right to quality and safe food.
The present research deals with substantiating the need to develop a conceptual framework for the sustainable development of the food market and ensuring the country's food security through domestic production of quality food. At present, the sustainable development of economic systems is a relevant problem, and therefore the sustainable development of the food market is also becoming acute. This problem is not sufficiently developed in both theoretical and practical aspects. Its study allowed identifying factors that affect the sustainability of the food market. These factors include industrializing agriculture, improving agricultural technologies, developing market infrastructure, ensuring national competitive advantages of the agrifood sector, etc. The article analyzes the key trends in the development of the Russian food market, which allowed concluding that ensuring its sustainable development should include economic regulators that would ensure the combination of interests of the state, producers, and consumers, as well as forming equivalent relations among them. The study presents the main provisions of the sustainable development concept of the food market.
