In the article it is proved that for Ukraine the priority should be investments in the development of high-tech and high-tech industries. It is noted that in conditions of sustainable development, the quality of investments should be considered not only as an indicator characterizing the degree of return on investment in a particular investment segment and object, but also characterizing the degree of social and environmental efficiency. The overall dynamics of the volume of investments in industry in 2010-2018 is analyzed. A clear tendency has been revealed in the growth of investment in industry in cost terms for the analyzed period for all types of industrial activity: mining and quarrying, processing industry, supply of electricity, gas, steam and air conditioning and water supply. Concrete examples of the development of effective capital investments are given on the example of ArcelorMittal Kryvyi Rih PJSC, Azovstal Iron and Steel Works of the Metinvest Group, and Innovation Forpost Industrial Park.
The article provides a critical review of the achievement of the target indicators of the Strategy for the Development of the Sphere of Innovation and other government programs. The advantages and importance of strategic innovative development of entrepreneurship for society and the state are determined. The exclusive role of planning in the management system for innovative development is emphasized. The existing contradictions between the general directions and methods of solving the problems of innovative development (financing of R&D, development of education, etc.) are emphasized. The matrix of application of technical innovations in the areas of development B2, C2, G2 is presented. The timeline projects of the Ministry of Digital Transformation, the Ministry of Education, the National Bank of Ukraine and other state bodies regulating innovative development in the country are assessed. The importance of strengthening the control function in managing the innovative development of entrepreneurship has been proven, in particular, strengthening the responsibility of government bodies in priority areas: entrepreneurship, science, technology, innovation, space industry, education. It is proposed to create a coordinating body capable of developing and monitoring the implementation of a unified strategy for innovative development with the participation of all ministries and departments in the context of real Ukrainian economic opportunities, comparable to financial and technological ones.
The purpose of this study is to develop a method for calculating an integrated indicator of the level of innovation development at the stage of exogenous innovation management system in order to identify the state and trends of innovation development in Ukraine. Methodology. The main research methods were analysis and synthesis, methods of statistical observation and generalization in the collection, grouping and analysis of statistics for 10 years. Another method was a comparative analysis in assessing the level of innovative development of Ukraine, in particular, all its components. The method was also used concrete and abstract comparative characteristics – in presenting the results, providing conclusions and research proposals. Results. The factor analysis of the indicators characterizing innovative development of the state for the period of 2010-2019 is carried out, by means of a method of the modified main component the generalizing indicator is constructed. The calculation of the generalized indicators of level of innovative development (LID) in 2010-2019 was carried out using the software SPSS 21. Practical implications. These practical recommendations can be applied not only in the Ukrainian business space, but also in the business of countries that have chosen innovative development. Value / originality. For the first time, an integrated indicator was proposed – the level of innovative development of socio-economic systems (states, regions). Conclusions. A method for calculating an integrated indicator of the level of innovative development of Ukraine, which includes institutional, social, economic, scientific, informational, educational and financial components of innovative development, has been developed.
