There is a need to determine a wider range of factors to anticipate officer behavior in situations of complex interpersonal interaction together with guidelines for self-knowledge and self-development of professional competencies. This study examines the emotional intelligence of future naval officers during probation on ships as a predictor of their success in military service. The article shows that it is possible to predict the results of internships of cadets of a military university on ships through the partial elements and the overall characteristic of their emotional intelligence. One hundred cadets were examined using the N. Hall methodology “Diagnosis of emotional intelligence (Fetiskin, Kozlova and Manuylova variant), the “Progressive Matrices” test by J. Raven, and expert evaluations of the results of professional internships. The study evaluated the reliability of the distribution of indicators of the components of emotional intelligence “Emotional awareness”, “Managing your emotions”, “Self-motivation”, “Empathy” and “Recognizing the emotions of other people” and correlation analysis of the relationship of the integral level of emotional and non-verbal intelligence with the success of the training of future officers on ships. It concludes that psychological predictors of emotional intelligence and its partial elements predicts the results of professional activity due to self-regulation, self-control, and management of the emotional states of naval officers with fairly high reliability. The predictors identified contribute to the development of targeted corrective and preventive programs for the development of emotional intelligence among naval university cadets.

We present a SWOT analysis of the development of inclusive education in different countries and analyse its strengths and weaknesses, risks, threats, and challenges from a political, economic, and technological perspective. In our analysis, we dissociate the issue of inclusive education from the problem of teaching learners with disabilities and examine the political, economic, social, and technological aspects of the environment that affect the educational situation of learners with disabilities. We consider inclusive education in the context of the documents of the European Agency for Special Needs and Inclusive Education -an active educational institution that facilitates the preparation and adaptation of all learners to life in complex multicultural and integrated societies through rights, freedom, tolerance, and non-discrimination of persons with disabilities. Our analysis of inclusive education trends relies on the assessment of the goals and objectives, accessibility, and sociocultural and economic feasibility of inclusive educational systems. We stress political, socio-cultural, and technological differences in practices, dynamics, and prospects for inclusive education in the Baltic region countries and Russia.

Принципиальные изменения, про-исходящие в механизмах планирования и управления развитием сис-тем образования в регионах, предполагают ориентацию на стратегиче-ский подход к образовательному менеджменту, поскольку стратегиче-ское планирование дает неоспоримые преимущества для развития ка-ждого образовательного учреждения и региональной системы образо-вания в целом. Однако внедрение стратегического подхода в практику управления развитием образования происходит не так быстро, как хо-телось бы.Анализ концепций, комплексных программ, стратегий развития образования и десятков других документов, реализуемых в самых раз-личных регионах РФ, а также опыт работы в системе образования поз-воляет выявить и обобщить некоторые типичные трудности методоло-гического характера, с которыми сталкиваются управленцы при разра-ботке стратегий развития региональных систем образования и отдель-ных учреждений на ближайшие 5-10 лет.Во-первых, сложность дифференциации и постановки стратегиче-ских целей и задач. При постановке задач стратегического уровня ру-ководители должны четко представлять внутренние и внешние про-блемы системы регионального образования и, соответственно, терри-ториального органа управления, которые переводятся в стратегические задачи, знать критерии, которым должна соответствовать стратегиче-ская задача, уметь группировать стратегические задачи и структуриро-вать их в стратегические приоритеты.
The aim of this work is an analysis of the funda-mental structure, functions and self-preservation attitude and manifestations in the behavior of the population under conditions of a threat to health and survival. The article presents the results of an empirical study of the cognitive, emotionally-evaluative, and stimulating components of the self-preservation attitudes of adolescents and youth. The results of the study make it possible to assess risks and develop preventive measures for correcting the social orientation towards main-taining health among individuals and social groups.
