The current stage of political, economic and social development is characterized by the active introduction of digital technologies, which have become an integral part of society. The education sector has not been on the sidelines. Today, the field of education, including professional, includes the use of various electronic media and resources. The need to build a digital educational space is determined by a series of factors, among which the development of the digital economy and its requirements for the training of specialists predominate. Digital technology has transformed learning and teaching. At the center of the modern stage of technological development for the foreseeable future, smart technologies will continue to play a dominant role. The purpose of the article is to analyze the impact of digital technology on the quality of training of students in continuing education courses. В статье проведен анализ цифрового обучения, его сущности, особенностей, преимуществ и потенциала в контексте образования, реализуемого в условиях цифровой экономики и информационного общества. Создание и развитие оптимальной системы сбора и обработки информации о качестве образования является на сегодняшний день одной из самых актуальных задач образовательной сферы. Обучение, построенное на основе применения средств цифровой педагогики, определяется как фактор модернизации образования и повышения качества образовательных услуг. The relevance of this problem is justified by the fact that the quality of services determines the level of intellectual potential of the state, becomes one of the most important prerequisites for its economic and political stability, and guarantees competitiveness in the world market of educational services. The article analyzes digital learning, its essence, features, advantages and potential in the context of education implemented in the digital economy and information society. Creating and developing an optimal system for collecting and processing information about the state of the quality of education is one of the most urgent tasks of the educational sphere today. Training based on the use of digital pedagogy is justified as a factor in modernizing education and improving the quality of educational services. Using the methods and forms of digital pedagogy, along with general pedagogical approaches to learning, allows one to optimize the educational process and improve the quality of educational services provided.

Continuous improvement of the education system, aimed at improving the quality of educational services provided by educational institutions, updates the need for different pedagogical thinking, innovative forms and new conditions for implementing education, up-bringing and development of students. One of the ways to solve these problems is to create digital educational environment in educational institutions. The article is aimed at solving the following number of problems: studying the essence of the digital educational environment, identifying its structure, studying the requirements for making modern digital environment of a higher educational institution. The work justifies the need to create digital educational environment in conditions of education informatization and digitalization. Approaches to substantiating the essence of the digital educational environment have been defined, the conditions for its creation in order to improve the quality of educational services have been outlined. The advantages of the digital educational environment include: providing educational opportunities for all participants in the educational process equally; learning mobility (variation of time and place of learning); life-long learning during the life; opportunities for the training of schoolchildren, students, participants in courses and vocational retraining programs along the designed individual educational routes; consumption, use and development of e-learning resources. The organization of educational activities in the digital environment is aimed at the optimal solution of fundamental didactic problems with the most necessary coverage of all the advantages of information and communication technologies, digital learning technologies and their means. In addition, the conditions of the digital educational environment allow us to develop a certain electronic basis for the development of the cognitive and creative activities of students and teachers, supporting the continuous dynamic formation of a system of knowledge and competencies, which is the basis for managing and ensuring the quality of the pedagogical process and educational services.

The article analyzes the case of creating a project for Ulyanovsk State Pedagogical University development. This process resulted in the adoption of a university development program until 2024. The authors provide the alternatives and the reasons for choosing the strategic type of planning the development, the type of strategic orientation of the university (market, entrepreneurial and educational orientation), and the type of its reorganization (restructuring and reconfiguration). The paper indicates the reasons and the criteria for the experts’ selection and their role in its creation. There are presented the results of the analysis of all project development stages, the work of focus groups with the main stake holders, the group work on the blocks of the program and the sessions devoted to the road maps. This case can be useful to those who are starting this kind of activity for the first time, since the authors describe the progress of work and consider its timing, as well as the difficulties encountered. The article also explains why this or that decision was made, indicates the right decisions, reveals the errors and the lessons learned.
