The article reveals the problem of state and municipal management in the conditions of digitalization, the features of approaches and concepts to understanding social protection of the population are indicated. A generalization of views on approaches and concepts to understanding social protection of the population is presented. According to the results of the study, the improvement of the public administration system for making timely effective decisions through digitalization is justified.
