The article deals with the problem of the use of electronic open journal systems in scientific and pedagogical research as well as the formation of ICT competence of researchers on the use of such systems. The concepts of electronic journal system (EJS) are considered. The most common kinds of electronic journal systems are revealed (proprietary, local (in-house), open and cloud journal systems). The criteria for accessing the effectiveness of the electronic open journal systems (EOJS) use in scientific and pedagogical research are described (normative, organizational and communication, effective), as well as their indicators. The organizational and pedagogical model of EOJS use in scientific and pedagogical researches is developed. The definition of "ICT competence of researchers on the use of EOJS in scientific and pedagogical research" is provided; its components are described; criteria (axiological, cognitive, praxeological, adaptive) and indicators of its formation are defined. The model of formation of this competence is provided. The main stages of the experimental process (2010–2018) are described. The results of the formation of ICT-competence of researchers and information-analytical monitoring of the scientific journals of the National Academy of Educational Sciences of Ukraine are presented.
The article presents the experience of using electronic open access systems for information and analytical support of pedagogical research, which positively influences the quality of scientific research. A well-founded system of information and analytical support of pedagogical research based on electronic open access systems corresponds to the scientific and pedagogical needs for implementation: the publication, dissemination and use of information resources. The use of this system will improve the quality of scientific and pedagogical research conducted at the institutions of the National Academy of Educational Sciences of Ukraine, and will effectively implement their results in the scientific and educational sphere of Ukraine. The model of information and analytical support of scientific research is substantiated and developed. Specific features of the functioning of the prototype of an electronic scientific journal on the platform of open journal systems are determined. The stages of implementation of the prototype on the platform of open journal systems that can be used by scientific institutions and higher educational institutions for the publication of scientific professional journals and collections are described.
The article deals with the problem of creating a Ukrainian web-oriented encyclopedia to support terminology of education and psychology. The project is designed by the Institute for Digitization of Education of the National Academy of Educational Sciences of Ukraine (IDE NAES of Ukraine). The initial stages of the "Ukrainian Electronic Encyclopedia of Education" implementation procedure were presented. The structure of the encyclopedia website, its software platform, functionality, a search toolkit, articles typology, thematic sections, authors` team, and target audience were described. The authors analyzed the principal reference resources regarding encyclopedic editions (Corpus of Ukrainian Encyclopedias, Electronic library of the NAES of Ukraine, V. O. Sukhomlynskyi State Scientific and Pedagogical Library of Ukraine, and ScienceDirect).A review of international scientific publications was carried out. The problem of open use the verified, scientific, and succinctly presented content is revealed. It is emphasized the need for technical and technological implementation of the following capabilities: content uploading, editing, and enhancing support; coordinated work of the international scientific authors’ team; open access anytime and anywhere for many users; search functions by various parameters on the site, etc.
