Abstract. The article focuses on the development of university education in the context of globalization processes. The modern concept of the University has changed considerably. The processes of globalization and transition to the knowledge economy are transforming the architectonics of the University and university education. Education is becoming increasingly international with constantly growing number of foreign students. The modern university is undergoing serious transformations: its qualitative characteristics are changing, the transition is occurring from the classical university to the innovative university, from the classical higher education paradigm to the postclassical. New forms of higher education are being developed: open university, network university, multiversity, educational hub and E-learning.
Abstract. The article presents current development strategies of the Russian education in the conditions of information society. Western-liberal and traditional-conservative strategies of modern Russian education development are substantively presented. The ways of harmonization of these strategies in the area of national education in the information age are characterized. Approaches to the implementation of historical and pedagogical expertise of modern development strategies of the Russian education are proved.
The article was prepared on the basis of a field study conducted at Udmurt State University within the “Transitive University in the Context of Global, National and Regional Challenges” Project. The article presents the results of a survey of employers on assessment the quality of training of graduates. The study focused on identifying criteria and channels for staff selection, as well as existing forms of cooperation between organizations of Udmurtia and educational institutions. The aim of the study was to clarify the role and place of Udmurt State University in the personnel training in the region. The research method was online questioning, the sample was spontaneous, the number of organizations was 192. The results of the study revealed a rather mixed picture. On the one hand, it is obvious that in general in Udmurtia organizations, rather low assessments of the quality of specialist training at Udmurt State University prevail, since most of the average grades are below 4 points. On the other hand, methods of cooperation with universities are formal and confined to organizing diploma / undergraduate practice and hiring young specialists. The low interest of employers in financing the development of new technologies and training of personnel is also obvious. In the vast majority of cases, enterprises want to get ready-made employees for their current needs without an agreed resource-consuming and long-term cooperation. Channels of communication and coordinated interaction on a long-term basis between the university and employers are most common either absent or are assessed as formal and episodic. Here, several significant reasons can be singled out such as insufficient financial resources of small organizations for working with universities; lack of time or desire on the part of organizations; lack of resources at the university for the implementation of the order; focus on “traditional industries” in the Udmurt Republic while neglecting the needs of the innovative potential development in the region. This results in the persistence of the employers' practice of “self-education in the workplace.”
The article was prepared on the basis of a field study implemented at Udmurt State University as a part of the research project “Transitive University in the Face of Global, National, and Regional Challenges”. The article considers the results of a survey related to the assessment by the teaching staff of the ways of interacting with regional subjects of the social order. 75% of respondents acknowledge the risks associated with educational and labor migration of young people from the Udmurt Republic. Professors mainly form competencies within the framework of the regular educational process: they select the topics of students’ term papers and graduate work in accordance with the needs of the region, take into account the needs of the labor market in the content of classes, participate in the organization of practices and help students to find employment in the regional labor market. According to professors, the most important role of the university is to participate in the development of the region along with large organizations and branches of government. A cooperative approach prevails, in which the university plays the role of a partner, not a driver. Professors rated the interaction of the university administration with state authorities of the Udmurt Republic as satisfactory – the average score was 3.1 points out of 5. Prospects for the development of the university are seen by the professors in four directions: orientation to the regional labor market, interaction with employers; scientific and innovative activities; digitalization and informatization of educational and administrative processes; development of international cooperation. Pessimism prevails in the responses of professors about the hopes for cooperation with authorities and business in the region, which requires a separate study, since it can be caused by a number of factors. As suggestions to the leadership of the university, the professors indicated: the need for more active interaction between the university administration and the leadership of the region and business, involving the university in regional projects, identifying the needs of the region and stimulating the leadership of institutions to form new directions in the scientific and educational sector, taking into account the prospects for the development of the republic. The study revealed two obvious facts. Firstly, professors are aware of the important role of the university and even support this idea as a strategic one. In other words, they show willingness. Secondly, professors, most likely, expect the initiative of active interaction with the labor market and regional authorities from the leadership of the university. In other words, they do not translate preparedness into action, awaiting action on the part of management.
