A methodology has been developed for assessing the region’s human capital based on the calculation of an integral indicator. The modern economic development trends, expressed in the activation of digitalization processes, are considered. The place of the Voronezh region in terms of digitalization among other regions is determined. The region occupies a leading position among the studied areas, but at the same time, further development in the direction of digitalization is necessary, since the region has the resources for higher rates of digitalization in the long term. Under the assumption that human capital plays a key role in the process of transformation of the modern economic system of the region, the authors propose a system of indicators for an integrated assessment of the human capital of the region. Indicators are united in enlarged groups (demographic, labor and educational, research, sociocultural). To calculate the integral indicator of the state of human capital in the region, the coefficients of significance of each of its components are determined. Significance factors were established using an expert method. Next, we calculated the weighted indicators for assessing the components of the region's human capital and the integral indicator. The calculations made it possible to determine the key components in the structure of indicators of human capital: labor and educational, which made it possible to orient the directions of development of human capital in the regions. Particular attention is paid to the development of the innovation sphere, which cannot be realized without the development of human capital. The results of empirical studies have confirmed the possibility of practical use of the developed methodology for assessing the human capital of the region, allowing to assess its condition and identify key areas of development.
An important scientific and practical problem is studied - the development of a mechanism for the formation of a regional innovation subsystem. The exceptional importance of the effective development of innovative subsystems of the regions as the basis for accelerating scientific and technological progress and enhancing innovation throughout the country has been established. Various theoretical and methodological approaches to determining the essence and content of the regional innovative subsystem are analyzed, its specific characteristics are revealed. It is proved that the internal content of the functioning of the innovative subsystem of the region can be described by the action of the triple helix principle. At the same time, stakeholders interact within the framework of this subsystem in the process of generation, distribution and consumption of innovations. A mechanism is proposed for the formation of a regional innovation subsystem, which differs from the previously existing interpretation of its basic structural elements. The authors propose to consider the state authorities of the region as the leading center in this mechanism, whose task is to form the institutional environment for the formation and development of the innovative subsystem. The subjects of the development mechanism of the regional innovation subsystem are: the regional unit for innovative development; scientific organizations; educational organizations; business; local community. It is established that the stakeholders of regional development in the process of their participation in the development of the regional innovative subsystem pursue subjective group interests. This fact actualizes the need to ensure their effective interaction within the framework of this mechanism. The regional innovation subsystem acts as an object of the proposed mechanism as a basis for the sustainable development of the regional economy in modern conditions. The target guide of the proposed mechanism is the possibility of increasing the functioning of the regional innovation subsystem and creating favorable conditions for the development of the regional socio-economic system. The mechanism for the formation and development of the regional innovation subsystem is an important management tool to achieve the desired development indicators of the regional socio-economic system.
The article considers the most promising directions of innovative development of intersectoral complexes that best meet the conditions of digitalization of the economy. The economic feasibility of the development of intersectoral complexes in the conditions of an innovative economy is proved. The advantages of intersectoral complexes in comparison with other integrative units are highlighted. It is established that the Russian economy is dynamically developing forest, agro-industrial, chemical and a number of other complexes. It is proved that to ensure the progressive dynamics of their further development, it is necessary to take into account modern trends in the digitalization of the economy. A strategic vector for the development of intersectoral complexes in the conditions of an innovative economy is defined, which is based on the orientation to the widest possible introduction of advanced digital technologies. The effectiveness and prospects of using a wide range of digital technologies for the development of the agro-industrial complex have been proved. It is proposed to create and use a digital platform for the agro-industrial complex, aimed at concentrating the resources necessary for the digitalization of the agro-industrial complex, as well as systematizing and harmonizing the activities of stakeholders in this direction. The main goal of creating a digital platform for the agro-industrial complex is to significantly increase production efficiency through large-scale implementation of digital technologies. The tasks are: formation of a theoretical base and methodological recommendations for the maximum possible implementation of digital technologies in the agro-industrial complex; formation of financial, organizational and infrastructure prerequisites for digitalization of the agro-industrial complex; creation of information resources for effective interaction of all interested parties; provision of consulting services. The implementation of this project will significantly improve the efficiency of economic activities in the agro-industrial complex of the country. It is proved that the introduction of digital technologies in the activities of the agro-industrial complex can significantly increase its efficiency and serve as the basis for increasing competitiveness.
