Based on existing approaches to assessing the quality of life and similar concepts in human capital management, a quality of life index for young people is proposed. It takes into account the factors of four groups that determine the subjective satisfaction with the quality of life: Economic environment; Socio-political environment; Social environment; Natural environment. Partial factors and their corresponding quality of life indicators are adapted to the assessments of young people, whose needs and interests differ significantly from other age groups due to differences in the values of generations and features of economic activity at a young age. The methodology developed by the authors is based on taking into account subjective assessments of the level of satisfaction with quality of life factors, as well as their importance based on the determination of weights. As a result of testing the methodology, it was found that the most important factors for a positive perception of quality of life are the social environment, in particular, family relationships and health. Economic and environmental factors have approximately the same effect. Socio-political environment factors have the least influence. Due to material well-being and the quality of socio-political life, satisfaction with the life of employed youth is slightly higher (by 3%). Instead, respondents who do not work are more satisfied with social comfort. The integrated index of quality of life of the interviewed youth is 3,438 points out of 5 maximum. The methodology and results of the assessment are useful for the development of national and regional programs and strategies of human capital development due to increase the level of satisfaction of material, spiritual and cultural needs of young people.
Effective implementation of environmental policy is important for the sustainable development of the country. Implementation of strategic nature protection tasks is entrusted to relevant organizations. Institutions that regulate water use occupy a special place among them. The functioning of such organizations depends on human resources. The research mechanism for the priority of human resources management factors for employees of the water management complex was developed on the basis of a combination of sociological survey and matrix analysis. The development was tested on the example of the Rivne Interdistrict Water Management. 75% of the administrative and management personnel of the organization were interviewed. The most important thing for employees of the water management organization is the amount of monetary incentives and the timeliness of their payment. Almost all respondents rated them as high as possible on a 5-point scale. For the majority of respondents, social and psychological comfort in the organization is also of great importance. Such components of personnel management as proper working conditions and the possibility of independent choice of vacation time, mutual relations with colleagues and the attitude of the immediate supervisor received a high rating of importance. Interrelated factors such as the possibility of realizing one’s own abilities and the nature of work, opportunities for career and professional growth, and self-regulation of the working time schedule are also significant.

The relevance of the work is due to the need for effective use of intelligent systems in healthcare. The purpose of this work is to study the possibilities and prospects of using information technologies and artificial intelligence systems in clinical medicine to improve the efficiency of providing medical care to the population. Information retrieval method; theoretical analysis of legislative and regulatory documents, literary sources, Internet resources, research results; spectral-dynamic and mathematical analysis of the current state and assessment of the quality of life of an individual using the artificial intelligence system "CME". The paper analyzes the development trends of information technologies and artificial intelligence systems, as well as the features of their use in medical technological processes. As an example, the technological capabilities of the intelligent system Complex Medical Expert are briefly described.
У статті розкрито особливості функціонування ринку консалтингових послуг в Україні в умовах змін, проаналізовано поняття та законодавчу базу, в межах якої провадиться надання консультаційних послуг в Україні, охарактеризовано основні обсяги ринку консалтингу, а також окреслено проблеми провадження консалтингової діяльності на основі порівняння досвіду України та основних компаній світового рівня. Українському ринку консалтингових послуг притаманні основні характерні риси світового, оскільки переважну його частку займають компанії, що є представниками великих міжнародних гравців. Але основною значною проблемою залишається неврегульованість законодавчого визначення відповідного виду діяльності, що не дає можливості вести статистичну звітність підприємств за даним напрямом. Сьогодні на світовому консалтинговому ринку продовжує посилюватися конкуренція, деякі мaлі та середні фірми його залишають.
The article is devoted to testing the research hypothesis: project management increases the efficiency of managerial decision-making in educational institutions. The authors studied the theoretical and methodological foundations of effective management of educational projects, which confirmed the theoretical possibility of substantiating the hypothesis, namely: they learned, in general, what is the difference between project management and the traditional approach, studied the criteria for the effectiveness of project management, examined and clearly presented approaches to managing an organization, determining principles of the project approach in education and presented the process of designing educational activities. In the study, the authors used both general scientific and specific methods. As an empirical confirmation of the hypothesis, the introduction of project management by educational projects is shown in the example of passing accreditation. For clarity, the authors presented the stages of the project and the Gantt theorem for clarity of its implementation. The experiment showed the effectiveness of the use of educational project management.
