The current stage of the information society has been investigated by the authors. Under the influence of development of new technologies, it has clear signs of a transition to a digital society. It has been proven in the article that the widespread use of mobile devices in the life of social individuals alters dramatically the interaction between public authorities and stakeholders. It has been argued in the article that not all administrative processes and procedures can be automized during the digital transformation. It has been shown by the authors that the positive example of the development of digital society's foundations at the regional and local level is becoming a factor for the digitalization of all public administration bodies of Ukraine. The results of an expert survey on assessing the digital development of Dnipropetrovsk region has been presented in the article.
In the article emphasizes that for Ukraine in the current conditions, the desire for effective public administration necessitates the formation of a strong bureaucracy, so the administrative work of public authorities becomes a field for innovation and modernize. Emphasis is placed on the internal work of public authorities, which under the influence of the digital transformation of society requires the modernization of administrative processes taking into account digital technologies. The implementation of practices in combination with digital technologies requires research for the success of modernization in the public authorities of Ukraine, which will take into account the existing values and principles that are accepted at the international level. The article argues that in the context of digital transformation of society, public authorities of democratic countries of the modern world should a priori use in their work the principles of the newest management concepts as exemplary guidelines for action. The article provides an overview of the main provisions of the newest management concepts «New Public Management», «Good Governance», «FAST Government», «Open Government». The article considers the components of these concepts through the impact on the main levels of administrative processes taking place in public authorities. Based on the results in 2019 study of electronic readiness of Dnipropetrovsk region, a description of the regional model of modernization of administrative processes, which consists of five levels: level of infrastructure, level of interaction, level of decision support, level of access to public information and level of service provision. A graphical representation of the regional model of modernization of administrative processes in public authorities is given, indicating the impact of the latest management concepts at its level. Based on this, it is determined that the implementation of the approaches of the newest management concepts in public authorities, based on the introduction of digital technology tools, has the character of a comprehensive focus on service activities.
The issue of the expanding access to the high-speed Internet through 4G wireless mobile network has been studied in the article. The purpose of the research was to determine the vectors for the development of Internet access through mobile devices in the world and the stage of implementation of these technologies in Ukraine by the case of Dnipropetrovsk region.The methodological basis of the study was the comparative analysis and the Foresight methodology. Documents of international organizations, open source data on the use of 3G / 4G technology by mobile network providers in the territory of Dnipropetrovsk region, expert surveys of specialists of governing bodies in the united territorial communities have been used as information sources. Speeds of mobile Internet networks in countries around the world have been reviewed by authors, paying attention to the current availability of 4G network coverage using mobile devices with the required operating frequency ranges and high requirements to network speeds. The result of the paper became the determination of relations between the spread of 3G / 4G mobile network and development of the e-governance in the studied territories. In particular, this includes the level of development and functioning of local governments’ web portals, ensuring the access of population to the public information and electronic public services. A comparative analysis of the open statistic data on Internet access through mobile devices in the EU and Ukraine has been made. The basic stages of mobile 3G, 4G and 5G generations networks implementation in Ukraine have been described. The available possibilities for mobile devices made for use on 4G networks have been presented.The research of the state of 3G / 4G network coverage in territories of 60 united territorial communities of Dnepropetrovsk region has been carried out and the data on aggregated integrated coverage indicators of 3G / 4G network have been systematized. It has been proven that the use of 3G / 4G technology creates opportunities for the digital inequality’s overcoming and further development of the e-governance in Ukraine. A number of concrete directions of optimization of public administration bodies’ activity in this sphere have been suggested.
Актуальність полягає в розгляді досвіду підходів реалізації регіональної програми інформатизації «Електронна Дніпропетровщина», що надасть можливість в подальшому формувати в сучасних реаліях стратегію цифрового розвитку на регіональному рівні спираючись на успішні вітчизняні практики. Автором здійснено відповідно до мети дослідження визначення підходів для реалізації заходів регіональної програми інформатизації, що призвели до змін у діяльності органів публічного управління області ставши втіленням принципів новітніх концепцій публічного управління «New Public Management», «Good Governance», «Open Government». Методами дослідження є спостереження, синтез, порівняльний аналіз та узагальнення. Результати огляду вказують на те, що за 2002-2022 роки регіональна програма інформатизації стала основою побудови стрижня електронного урядування в Дніпропетровській області. У висновках автор виділяє три підходи для реалізації заходів регіональної програми – підхід з укладання меморандумів, централізований та проєктний підходи. Підхід з укладання меморандумів про взаєморозуміння та співпрацю не мав значного результату, так як не зобов’язував сторін-підписантів до вкладень як фінансової, так і практичної складової, а визначав тільки наміри співробітництва. Централізований підхід був успішний при формуванні технічної бази об’єктів регіональної програми, а також в тих випадках, коли впроваджувані рішення представляли собою пакетні типові рішення для впровадження на районному рівні, в тому числі консультування при підготовці районних програм інформатизації. Проєктний підхід мав довгостроковий позитивний ефект і його перевагами стали: залучення ресурсів з різних джерел фінансування; використання міжнародного технічного досвіду; залучення ІТ-волонтерів для визначення оптимальних рішень.
Social progress occurs through crises – social, economic, ethnic, racial, confessional, etc. The cyclical processes of the transition of society to new civilizational levels are always accompanied by painful social conflicts for the population, the severity of which can be reduced by effective state policy. In general, it is a natural task of the state to reduce tension in society in order not to lead to revolutions and other destructive events that pose a danger not only to the population of the country, but also to the existence of the state itself. Russia's military aggression against Ukraine and the crisis caused by it have sharpened the need to understand possible factors of social conflicts, mechanisms for their prevention and methods of counteraction. The article is aimed at defining the vectors of influence of the mechanisms of smart specialization of territories, network management and cooperation of communities on the State policy of foreseeing and programming the emergence of crises and conflicts in society. The main aspects of introduction of smart specialization of territories, mechanisms of network management, advantages of cooperation of communities to ensure the State policy of counteraction to social conflicts are analyzed. It is concluded that there are also new opportunities, forms, mechanisms for counteracting social conflicts, which introduce the course of the conflict in a controlled direction. Such opportunities are created by a combination in the state policy of network management of cooperation between communities and regions on the basis of smart specialization. The essence of this synergistic combination lies in the use of digital technologies (networks, platforms) in the process of decentralized digital governance by predictable social processes, programming of the future development of the country, region, community.
