Методологической основой исследования стало применение современных экономико-математических методов: кластерного анализа, построения регрессионной модели. Это позволило получить результаты, обладающие как определенной научной новизной, так и практической значимостью. Рассмотрена эволюция взглядов ученых относительно концепции устойчивого развития и формирования «зеленой» экономики. Проанализировано современное состояние «зеленого» финансирования в Российской Федерации за 2000-2018 гг. Проведена кластеризация субъектов РФ по уровню экологических инвестиций и текущих затрат на охрану окружающей природной среды, которая позволила выделить регионы, являющиеся лидерами и аутсайдерами данных процессов, а также установить факт высокого уровня региональной дифференциации в вопросах финансирования «зеленых» проектов. Построенная авторами регрессионная модель позволила доказать, что при увеличении инвестиций в основной капитал, направленных на охрану окружающей среды и рациональное использование природных ресурсов на 1 млн руб., объем ВВП России возрастет на 0,1 млрд руб. При росте текущих затрат организаций на охрану окружающей природной среды на 1 млн руб. уровень ВВП России увеличится на 0,3 млрд руб. В статье сделан вывод о том, что для стимулирования развития «зеленого» финансирования в России необходима реализация комплекса мер, предусматривающих формирование соответствующей нормативно-правовой базы; разработку и использование новых инструментов для финансирования «зеленых» проектов; создание специализированного банковского института.
Purpose of the study: The purpose of the study is to assess the current state of green financing in the Russian Federation and the extent of its impact on economic growth in the country. Methodology: The main research methods utilized were the regression and cluster analysis and principal component analysis (PCA). Cluster analysis implies dividing the set of studied objects and features into groups or clusters that are homogeneous in some way. We used it to determine regional differentiation of subjects from the Russian Federation according to the level of green financing. The clustering of subjects was performed using the ward method. This method is aimed at combining closely located clusters. Regression analysis was used to build an econometric model for assessing the degree of influence of green Finance on economic growth. Main Findings: The authors proved that stimulating green financing in Russia requires the following: creating a regulatory framework and roadmap for the development of green financing, active state participation in financing green projects, creating a “green bond market,” and a specialized banking institution. Application of the study: In this article, the authors assessed the impact of green financing on Russia’s economic growth. As part of the study, the authors analyzed the dynamics of green financing in the Russian Federation from 2000–2018, developed an integrated indicator for sustainable economic growth based on three components of sustainable development (economic, social, and environmental), and estimated the impact of environmental investments on the integral indicator of sustainable economic growth. Novelty/Originality of the study: The proposed methodology for calculating the integrated indicator of sustainable economic development allowed us to assess sustainable development, taking into account economic, social, and environmental indicators. Such an approach has several advantages over the current methods: it is universal, indicators are available, and calculations are clear.
Legal basis of the assessment system efficiency of the educational institutions founded by the Federal Law “On Education in the Russian Federation” and the Federal Law “On Amendments to Certain Legislative Acts of the Russian Federation on an Independent Assessment of the Quality of Service Delivery Organizations in the Sphere of Culture, Social Services, Health and Education”. It has developed an extensive practice of regional, municipal and local regulatory evaluation of the effectiveness of educational organizations. As a result, educational institutions are closely monitored both by the founder — the state authorities at federal, regional and municipal levels, and by society — consumers of educational services. Approved by the extensive list of criteria, the performance indicators of educational organizations. In addition, it introduced several types of evaluation procedures: assessment of the effectiveness of the educational organization, carried out by the founder, independent evaluation of the quality of education, self-examination, monitoring the effectiveness of educational organizations. Each of these assessment procedures contains a certain number of performance indicators of the educational organization. The author analyzes the figures approved for the purpose of determining an effective way of educational organization on the basis of existing regulatory reality.
