The article examines the current state of implementation of the decentralization reform in Ukraine, which highlights the issues of the formation of the chosen European integration vector of development, the fundamental basis of which was the need to implement the decentralization reform of the administrative and territorial system of Ukraine and the institution of local self-government. By choosing foreign experience in conducting such a reform, the experience of Poland became a model. An analysis of the Polish form of decentralization and the election of Ukraine of a definite decentralization model is underway. The comparison of the main parameters of the economic development of Ukraine and Poland in the beginning of individual stages of the decentralization reform, which is taken as the main indicator of the dynamics of GDP, inflation. The main factors that influence the process of decentralization, in particular the Ukrainian economy as a whole, are determined. Separate problems that the reformers face in the process of decentralization of the administrative-territorial system of Ukraine. The prospects for developing the expediency of choosing a Polish decentralization experience for implementation in domestic conditions have been formed.

Визначено, що прибутковість характеризується прибутком, збитком та фінансовим результатом. Зазначено фактори, які впливають на прибутковість вітчизняних підприємств. Оцінено рівень прибутковості вітчизняних підприємств. Зазначено, що прибуток як важлива категорія ринкових відносин визначає такі функції: характеризує економічний ефекткінцевий фінансовий результат; прибуток відіграє стимулювальну функцію-він водночас є фінансовим результатом та основним елементом фінансових ресурсів підприємства; прибуток-джерело формування бюджетів різних рівнів. Досліджено, що найбільшу кількість продукції за вісім років реалізують великі і середні підприємства, але спостерігається негативна тенденція до зменшення долі великих підприємств та позитивна тенденція до збільшення долі малих підприємств. The article reveals the essence, value of profitability and its role for the functioning of domestic enterprises in the market. It is determined that profitability is characterized by profit, loss and financial result. The factors that influence the profitability of domestic enterprises are indicated. The level of profitability of domestic enterprises is estimated. It is noted that profit as an important category of market relations determines the following functions: characterizes the economic effect-the final financial result; profit plays a stimulating role-it is also a financial result and a major element of the company's financial resources; profit-the source of budget formation at different levels. It was investigated that the largest number of products sold by large and medium-sized enterprises for eight years, but there is a negative tendency to reduce the share of large enterprises and a positive tendency to increase the share of small enterprises. This profitability is achieved at the expense of the scale effect, orientation to foreign markets, lobbying for their economic interests in the government. During the investigated period, all types of economic activity have a positive increase in profits and a negative increase in losses. Profitability is followed in agriculture, construction, wholesale and retail trade, financial and insurance activities, professional, scientific and technical activities. It is determined that the dynamics of profitability indicators are unstable. During 2010-2017 domestic enterprises of Ukraine received both a loss and a profit. In general, many domestic enterprises are unprofitable. The largest share of unprofitable enterprises accounts for such types of economic activity as real estate, construction, industry. But, without interfering with negative indicators in some industries, during 2017 there were slight positive changes in domestic enterprises. Thus, according to the results of the analyzed period, the most profitable were industry and agriculture.
The article analyzes the status, trends and prospects of the development of the world labor market in the field of the maritime fleet, which makes it possible to determine that for this particular segment, characterized by stable dynamic development in the presence of significant reserves. The theoretical and practical aspects of formation and development of the market of crewing services in Ukraine are also covered. The paper considers such an important task as the selection of the optimal crew for ships' shipowners in order to maximize the income of the crewing company. The economic-mathematical model of optimization of the process of selection of crews of ships was constructed. In this case, the crewing company, which has completed the work on selecting the optimal crew, receives income as a percentage of the remuneration chosen through the model of the crew for the first month of his work. The more qualified this crew, the greater the income will receive a crewing company.
The article substantiates the application of methods of economic-mathematical modeling for solving the problem of dynamics of the number and professional qualification structure of personnel in order to create an initiative, rationally operating collective, whose efforts are aimed at the effective functioning and development of the enterprise. With the help of these methods, it is likely to predict possible models of enterprise development. The peculiarities of their application are studied: the main advantage of these methods is the possibility of their use in enterprises with unstable organizational structure and in the unstable external environment, the disadvantage is the complexity of the study of all possible situations of organization development and the creation of a model that is adequate to the existing conditions. A pairwise linear regression model was developed to solve the problem of quantification of the needs of employees of all categories of staff and an optimization model for personnel management, namely, the definition of an optimal plan for retraining, advanced training, hiring and dismissal of personnel based on the criterion of minimizing total expenditures for all categories of staff by the nature of the functions performed for data of a particular enterprise. As a result of the implementation of the constructed models, the economic interpretation of the modeling results obtained and the recommendations for the change in the number and professional qualification structure of the personnel of a particular enterprise, as well as the formation of its personnel reserve, that is, the formation of such a group of workers who are potentially capable of managing activities, meet the necessary requirements, have been selected and targeted training to improve their skills. Advantages of creating a personnel reserve group are to ensure continuity in management, increase the level of readiness of employees for changes in the organization, their motivation and loyalty, which leads to a decrease in personnel turnover and overall personnel stabilization. In addition, it can significantly save financial and time resources in recruiting, training and adapting key employees and responding in a timely manner to the company to change the external and internal environment, which is also very important.
