Представлен ежегодный аналитический доклад, традиционно открывающий международный профессиональный форум «Крым». В начале доклада рассмотрено, что такое цифровизация, выделены её главные отличия от информатизации. Подчёркнуто, что цифровая трансформация в обществе стимулирует развитие цифровой экономики, для которой характерны: развитие интернета, оцифровка ресурсов, мобильные коммуникации, электронные технологии, в первую очередь в финансово-экономической сфере, слияние сфер онлайн и оффлайн. Приведены статистические данные о состоянии цифровой экономики в разных странах. Отмечено, что в России цифровая экономика интенсивно развивается: ею охвачены такие сферы, как промышленность, банковское дело, здравоохранение, государственная деятельность; библиотечная и архивная также идут в ногу со временем. Проанализированы основополагающие международные документы, способствовавшие глобальной цифровизации, и принятые в России базовые документы, благодаря которым происходят цифровые трансформации с учётом мировой практики. Сформулированы главные тренды цифровизации, прямо влияющие на развитие библиотечноинформационной отрасли, а также задачи библиотек в цифровую эпоху. Рассмотрены последние изменения, происходящие на мировом книжном рынке; приведена характеризующая его статистика. Особое внимание уделено проблемам открытого доступа к информации и авторского права. В заключение подчёркнуто, что библиотека будущего -это неотъемлемая часть мировой информационной инфраструктуры.
The analytic report on the First Scientific and Practical Conference “Letter and Digit: Libraries on the way to Digitalization” (“BiblioPiter–2020”) is presented. The Conference took place in St. Petersburg on February 17–19, 2020. The Conference was organized by: Russian National Public Library for Science & Technology, Russian State Library, National Library Association “Libraries of the Future” (NALF), and International Association of Users and Developers of Electronic Libraries and New Information Technologies (ELNIT). The goal of the Conference was to join to get her the efforts by libraries and other academic, information and research institutions in developing new concepts, methods and technologies of the library and information sector in contemporary digital environment. The NALF School and IRBIS School “Digital Technologies and Services at Libraries” took place within the Conference program. The papers by known scientists and professionals in library science, information science, bibliography and cultural studies were delivered. The Conference also comprised the round tables “Special Patron at the Library” and “Intellects and Library Logos”, master class on patent search, special event on the Open Science issues, as well as the presentation of the monograph “Copyright at Libraries, Research and Academic Institutions” by Andrey I. Zemskov and Yakov L. Shrayberg. Totally over 30 papers were presented and over 100 participants attended the Conference. Over 600 users watched live Internet broad casts of the Conference events. The video records of every Conference event, as well as that of IRBIS School and NALF Schools are available in full on the YouTube channel of the Russian National Public Library for Science & Technology. Power point presentations are available on NALF website. The decision was made to organize the Conference annually. It will be hold every year in St. Petersburg in mid-February.
The authors examine the principles and technologies of RNPLS&T’s Open Archive development. Special attention is given to the urgency of the task under the circumstances of digitalization. The main goal is seen as building the Single Open Archive of Information (SOAI) of the Russian National Public Library for Science and Technology that is to accumulate every digital full-text resources designed or acquired legally by the Library. The key principles of SOAI as an integrated information system are specified. The functionalities and protocol table structure for RNPLS&T’s SOAI soft- and hardware are discussed. The projected functional structure of the archive is described and explained. Possible software and hardware solutions for SOAI application and metadata server are discussed along with the interaction with large related information systems like the National Electronic Library (NEL). The system implementation will become the next important stage in building the typical model of e-library as a player in the open archive system. This is to facilitate the technology of data exchange in library information systems, units of science information within research organizations, universities, general educational institutions, and to support information retrieval via the single access point at web-portals. The article is prepared within the framework of the State Order № 075-01300-20-00 “Design and development of RNPLS&T’s Open Archive of Integrated Information Library Resources as a modern system of knowledge management within the digital environment: On the way to Open Science” for the years 2020–2022.
The author starts with two key topics, i. e. digitalization and COVID-19 pandemic that makes impact on every sphere of human life and activity worldwide. The digitalization explosive development to change information, educational and library infrastructure has been not equal to expectations due to the pandemic and turned out to be different. However, the pandemic has stimulated digitization systems, Open access and open science. The author considers stable interest to ward reading, and printed books especially, to be “adigital era paradox”. He also points to stabilizing market of printed and electronic books. The no-less important topic is language ecology, or ecology of language, which cannot be interpreted exclusively as the fight for languagepurity; the author provides several examples of borrowings (Anglicisms) in the Russian language, which is increasingly evident due to digitalization. The modern digitalization facilitates targeted transition toward “the libraries of the future”, drives mainstream trends and goals on this way. The library collections, premises and working conditions during the pandemic are characterized. The pandemic also has exacerbated the problem of copyright transformation in the digital era. The author provides examples of legislative solutions in copyright in several countries and characterizes the Russia’s trends in copyright transformation in the digital world. The author concludes that, in the conditions of expanding digitalization and sustainable development, the libraries find themselves in the avant-garde as they support and effectually implement many sustainable development goals within the nation.
