The history of monetary supply in a digital economy is a matter of concern in the paper. In fact, the dynamics of all economy fields provoke monetization and development of new types of money. Furthermore, the opposite interdependent process is also possible, i.e. the diversity of money contributes to the advancing of economy development and society in general. The article dwells upon the development and current situation in introducing electronic money and electronic funds transfer systems in Russia. The authors review the main stages of monetization, its development and current affairs in the context of economic globalization and digital technology development. It proves the necessity to maintain total financial supervision on the part of the government in the society, since electronic money ramps up payment disintermediation that is facilitated by means of information technology at present-day time. The authors point out the facts mentioned above to be the introduction of unique monetary phenomena in modern economy that are worth to be scientifically-based.
The article is devoted to the way of life of a famous statesman of the Russian Empire, a Ukrainian of descent, a lawyer, one of the main founders of the court reform and a leader of peasant reforms of the second half of the XIX century, an interpreter, secret counselor Serhiy Ivanovych Zarudnyy. His origin, pedigree, civil service in the Ministry of Justice, in the State Chancellery, in the State Council, as a senator was studied. Attention was paid to his work in the commissions for the preparation of judicial reform, the development of the «Basic Provisions for the Transformation of the Judiciary in Russia» and the Judicial Statutes, which were approved in 1864. His role was proved in the creation of the world justice system, in the introduction of jury and the institute of attorneys in the Russian judicial system, in approving the principles of publicity, immediacy, and adversarial proceedings. Considerable attention is focused on the role of the statesman in the development of reform projects on the elimination of serfdom 1861. A special place is dedicated to the scientific work of S. Zarudnyy, in particular to his monographs, articles, a collection of materials on judicial reform entitled «The Case Зарудний of the Transformation of the Judiciary in Russia», organized in 74 volumes. It was noted that for his juridical and scientific work, contemporaries and biographers of S. Zarudnyy called him «the luminary of our judicial world», «leading figure of judicial reform», «father» and «soul» of the case of concluding judicial charters. The article substantiates the conclusion that S. Zarudnyy laid down the democratic principles of the judicial system and legal proceedings in the Russian Empire with his activities.
The article covers the activities of the Russian Empire Government and the local Guardianships of Public Sobriety in the field of combating alcoholism among the working population of Southern Ukraine in the late XIX – the early XX centuries. A reform of the state wine monopoly, the alcohol industry development and the growth of drinking establishments in the region are considered. It was noted that the introduction of the monopoly streamlined the production and sale of alcohol. However, the problem of alcoholism was not fully understood by the state because of the traditional priority of state interests over public ones.The reasons of alcoholization of the Southern Ukrainian governorates’ (provinces’) working population are revealed. It was found that the Katerynoslav Governorate was the first in consuming liquor among other governorates of the Russian Empire. It could be explained by its economic situation, the large concentration of workers in the mining enterprises and mostly male composition of the population. The attention was paid to the local Guardianships of Public Sobriety (the Guardianships), their activities in dealing with drinking among workers. Their primary measures in the fight against alcoholism are covered. They are the following: lectures, talks and readings; opening of tea rooms, cheap canteens and reading libraries. It is justified that the joint activity of the government and the Guardianships, although not completed, contributed to the reduction of alcohol consumption by the population.
