“…Dans les années 1990, alors que le gouvernement du Canada réduisait ses transferts aux provinces, celles-ci ont déréglementé les droits de scolarité, mesure qu'elles ont justifiée par les bénéfices individuels que procurent l'enseignement supérieur aux diplômés.
