Peraturan Presiden Republik Indonesia No. 95 Tahun 2018 menunjukkan bahwa pelaksanaan SPBE disarankan untuk mewujudkan tata kelola pemerintahan yang bersih, efektif, transparan, dan akuntabel serta pelayanan publik yang berkualitas dan terpercaya. Penelitian ini menggunakan metode systematic literature review (SLR) dengan mengkaji penerapan best practice COBIT pada berbagai instansi pemerintahan di Indonesia dalam 5 tahun terakhir. Hal ini dilakukan menganalisis setiap studi terpilih dan dapat disimpulkan bahwa terdapat 27 studi jurnal ilmiah dan 3 studi konferensi. Analisis pada 30 studi menghasilkan beberapa pengelompokkan studi, yaitu berdasarkan tujuan studi, area fokus yang sering ditemukan, dan domain yang sering digunakan. Berdasarkan pengelompokan studi terpilih, dapat diketahui bahwa terdapat 2 tujuan berbeda dalam penggunaan COBIT pada instansi pemerintahan yaitu tujuan pengukuran tingkat kematangan dan kapabilitas tata kelola TI dan tujuan perancangan sistem tata kelola TI. Adapun domain yang paling sering ditemukan pada studi terpilih adalah APO dan DSS. Selain itu, penelitian ini juga menemukan area fokus yang sering ditemukan, yaitu layanan TI dan terdapat pemberian rekomendasi untuk penelitian selanjutnya berdasarkan agar dapat melakukan evaluasi maupun perancangan tata Kelola TI pada domain COBIT yang sering ditemukan berdasarkan area fokus.

Currently, information technology is an important part for companies to meet their needs and support the achievement of corporate strategy. Providing a competitive advantage, increasing effectiveness, time and reducing costs is the role of information technology in today's business area. As well as information is an important asset for the company that helps in the development of the company. Information really needs to be guarded and managed securely. PT. ICON+ prioritizes information technology in daily activities, so PT. ICON+ also needs to secure the information assets that exist in the company. Information security must be maintained because it is an important asset owned by the company. Therefore, examining information technology governance and information security using COBIT 5 in a company is really needed. This research can find out whether the company has fulfilled the indicator requirements or not otherwise. The framework and maintenance governance audit was carried out at PT. ICON+ is used to find out indicators of ability. The results were obtained using a questionnaire distributed to companies. In this study, it was found that PT. ICON+ achieved the expected result.

Information technology (IT) has become a crucial part for companies or institutions with enterprise scale. The problem in this research is the service of patients in RSUD Lawang has not been entirely done using the SIM-RS application directly. This study focuses on the implementation of the SIM-RS in Lawang District Hospital in providing health services to the community. This research standard uses COBIT 5 standard with APO 07 domain which discusses the preparation of HR in Lawang District Hospital, BAI 07 discusses readiness in obtaining new information systems (SIM-RS), and DSS 01 discusses procedural development and treatment of all forms operations, infrastructure, and facilities related to the information system used. The conclusions of this study are: (1) The level reached by the APO 07 domain is at level 1. This is due to the application of the SIM-RS in the Lawang District Hospital, which has a base practice but in the design of activities that have not been adequately monitored and evaluated and the work products that have not been applied, controlled, and maintained as appropriate. (2) The level achieved by the BAI 07 domain is at level 2. This is due to the application of the SIM-RS in Lawang District Hospital, which has a planned base of practice, is well monitored and evaluated. Its implementation is following agency needs. But related to the implementation process is still not following established standards. (3) The level achieved by the DSS 01 domain is at level 1. This is due to the application of the SIM-RS in Lawang District Hospital having a base practice. Still, in the design of activities, it has not been adequately monitored and evaluated, and the work products they have not been implemented, controlled, and maintained as should be.
