The general purpose of this study is to determine the views of academicians, school administrators, and teachers regarding the effects that can emerge from the use of e-portfolios as alongside the central joint exam in the transition from elementary education to secondary education. This research is a case study type from among the qualitative research designs. Data were obtained through interviews with academicians and school administrators; focus group discussions were carried out with the teachers. As a result, the view that the transition to a system that included e-portfolios would make a contribution to the period before the exam and ease exam anxiety gained importance. Furthermore, students' learning was said to be able to be made more permanent. It was the common view that a transition system which would include e-portfolios would cause bias due to the technological infrastructure differences of schools from socio-economically different places. According to the results of this research, policy makers have been advised to inform all stakeholders in terms of the contributions such a system would make, to technologically adjust the physical infrastructure of schools, and to organize some specific training activities for teachers.

Functioning of Information Educational Environment: Meta Dynamic Approach

The article substantiates the meta dynamic approach that determines ways for information educational environment analysis. The implementation of the said approach includes a versatile analysis of information with the application of offered meta dynamic methods and tools. Tools of meta dynamics allow to regard changes in the rate of the information process, to analyze structural modifications of the information environment. The change of the information process can be analyzed, for example, if the rate of new information emegence and the rate of its processing are taken into account. These and other similar measuring instruments are based on indicators of the second order. The modification of the information structure is analyzed on the basis of absolute and relative indexes of the moved and changeable information volume, and the dynamics of the environment structure. There the process of information restructuring is implied, including, for example, the emergence of new structural components, their association, removal, specification. In this context there has been given a theoretical justification for the set of meta dynamic tools of the second order application. There have been presented some results of their experimental approbation. The significance of the designated approach has a predictive value in the development of a vocational school and its information educational environment.

Features of Problem-Based Module Design When Developing Professional Competencies in Bachelor Students Majoring in Radio Engineering

The problem is vitally important today due to the fact that problem-modular training as an effective technology of engineering education should be integrated into the curriculum, however it is implemented in a few disciplines only. The paper is aimed at applying problem-based learning in modular and competence training of bachelor students majoring in engineering. This is meant to develop professional competences in bachelor students that would be adequate for the innovative economy thus putting emphasis on students' practical activity and evolving their engineering thinking. The design is particularly characterized by systematization of professional training challenges by standardization of production objectives and situations and offering proper solution using group learning methods. The contents of problem-based modules as applicable to bachelors' academic training is aligned with Federal and State Standards of Higher Professional Education in the Russian Federation in Radio Engineering as well as contents structuring by integrating a number of disciplines. The paper may represent interest for specialists involved in engineering training program design in accordance with the international European standards EUR-ACE aimed at achieving the following learning outcomes: engineering analysis, engineering design, research and practice.
