Group emergency decision-making is an uncertain and dynamic process, in which the decision makers may be bounded rational and have a risk appetite. To depict the vague qualitative assessments, the probabilistic linguistic term sets are employed to express the perceptions of decision makers. First, considering the regret-aversion of the decision makers' psychological characteristic, the value function and the regret-rejoice function in the regret theory are modified to adapt the probabilistic linguistic information. Second, the definition and aggregation operators of the probabilistic linguistic time variable are proposed to describe and aggregate the dynamic decision information. Third, the probabilistic linguistic models based on the dynamic reference point method and the regret theory are studied to maximise the expectation-levels of alternatives at the relative time point. The proposed method is applied to select the optimal response strategy for the outbreak of COVID-19 in China. Finally, the comparative analysis is designed to verify the applicability and reasonability of the proposed method.

Emergency decision-making (EDM) is of paramount importance, especially when the emergency occurs. The evolution nature of the emergency, such as multistage, uncertainty, dynamic, and information updating, has been playing a key role in the dynamic emergency decision-making process. However, most existing studies ignored the aforementioned nature. Our approach accounts for the dynamics inherent to a real emergency decision-making process and presents a multistage dynamic emergency decision-making (MSDEDM) procedure of a dynamic programming model based on decision-makers’ psychological reference satisfactory degree. Firstly, interval-valued trapezoidal intuitionistic fuzzy numbers (IVTrIFNs) are used to depict the relevant fuzziness and uncertainty of information. Secondly, by considering the dynamic evolution process of emergency and the decision-makers’ psychological reference expectation effect, the principle of MSDEDM approach is presented. Based on the analysis, the dynamic model on the new psychological reference satisfactory parameter formula is presented to obtain the optimal satisfaction and weight of each stage. Then, the value utility function based on the DMs’ risk attitude is proposed to obtain the comprehensive value of each emergency alternative for each stage and achieve the ranking results of each stage. Furthermore, a case study involving the transportation emergency decision-making problem demonstrates that the proposed method can achieve selection of the optimal alternatives for each stage, as well as adjustment of the alternatives for neighbouring stages. Finally, the comparative analysis and sensitivity analysis for the results are used to further verify the feasibility and practicability of the proposed method.

PurposeThe purpose of this paper is to propose a multi-criteria decision-making model based on the case-based reasoning (CBR) method for interval-valued probabilistic linguistic term set (IVPLTS), which can cluster different categories of building suppliers for targeted management.Design/methodology/approachFirst, a new score function and distance measure for IVPLTS are proposed. Second, a green building supplier evaluation criterion system is constructed from five aspects: operation management, green management, cooperation potential, service level and product information. Finally, the IVPLTS-CBR model is used to evaluate the green building suppliers and groups them into three preset categories.FindingsThe feasibility and validity of the proposed method are verified by comparing with the advanced TOPSIS method and the IVPLTS-based VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) method. The compared results show that the proposed method is more consistent with the actual situation and has strong theoretical significance and practical value.Research limitations/implicationsThis paper presents a new method for clustering construction suppliers. Decision makers can use this method to classify construction suppliers into different categories, so that they can be targeted management. In this way, suppliers can be better guided and motivated to accelerate the green transformation and contribute their share to achieve the strategic goal of carbon neutral and carbon peak as soon as possible.Originality/valueA new score function and distance measure for IVPLTS are proposed. Besides, a novel IVPLTS-CBR method is applied to rank and cluster building suppliers.
