A Dynamic Emergency Decision-Making Method Based on Group Decision Making with Uncertainty Information

Abstract: In emergency decision making (EDM), it is necessary to generate an effective alternative quickly. Case-based reasoning (CBR) has been applied to EDM; however, choosing the most suitable case from a set of similar cases after case retrieval remains challenging. This study proposes a dynamic method based on case retrieval and group decision making (GDM), called dynamic case-based reasoning group decision making (CBRGDM), for emergency alternative generation. In the proposed method, first, similar historical case… Show more

“…The multiple criteria decision making (MCDM) methods have been applied widely to respond and resolve the emergency events (Ding & Liu, 2019a). A dynamic case-based reasoning group decision making approach is proposed for a gas explosion by choosing the most suitable case from a set of similar cases after case retrieval (Zheng et al, 2020). To describe decision makers' psychological characteristics, a dynamic EDM method based on the prospect theory and interval-valued Pythagorean fuzzy linguistic variables is developed to determine the optimal solution dynamically under different emergency status (Ding et al, 2019).…”

“…e general objective of EDM is to estimate desirable alternatives on the basis of a set of evaluation criteria by decision-makers (DMs), and its major task is to integrally and effectively depict the decisionmaking environment in some representation, assess alternatives on the criteria with a mathematical modeling procedure, and provide the optimal alternative to the emergency response [1,2]. How to determine and take the effective emergency decision and response measures immediately when the emergency occurs is very important [3,4].…”

“…Recently, a few researchers have involved the changing in stages in the EDM problem. For example, Zheng et al and Ding et al proposed a dynamic EDM method for alternatives selection of each status, in which the stage of the change was determined by specific development of events [4,26]. Cai et al studied multistage EMD approach, where the stage weights were calculated by relative entropy optimization technology [27].…”

“…Zhao et al (2019) presented a CBR approach to support building green retrofit decisions. Zheng et al (2020) proposed an emergency group decision-making model based on dynamic CBR under uncertain information. Okudan et al (2021) developed a knowledge-based risk management tool via the CBR method.…”
