About heat supply schemes for settlements and city districts

Abstract: Annotation The development of heat supply schemes is particularly relevant today as according to the Federal Law of Russian Federation of July 27, 2010 No. 190-FZ “About heat supply” after December 31, 2011, the availability of a heat supply scheme is mandatory for settlements and urban districts in Russian Federation. Heat supply schemes are developed in accordance with the Order of the Government of the Russian Federation of February 22, 2012 No. 154 “On requirements for heat supply schemes, t… Show more

“…Currently, the policy of energy and resource conservation is one of the priority economic directions for the entire national economy. Reducing the energy consumption of residential and public buildings, various industrial facilities will create conditions for increasing the efficiency of use of fuel, energy, material resources during production of heat and electricity, a wide range of industrial, transport and construction products [1][2][3][4][5][6][7].…”

“…The adoption of the Law "On Heat Supply" in 2010, designed to regulate the developing market relations, led to a gradual transition in the tariff setting system from state regulation of all tariffs to setting only the maximum level of prices for heat energy for the end user [9,11,12].…”

“…An economic model of a unified heat supply organization is considered as a promising development of centralized heat supply, which sells heat energy at fixed tariffs for end users, collects payments, and has the authority to optimize capacity utilization. At the same time, it concludes unregulated contracts with organizations -sources of heat supply, based on the principle of "alternative boiler room" [9,10].…”

“…A lot of research works on thermo-physical properties of frozen soils during thawing and compaction were conducted within about a hundred-year period. Issues of increasing the efficiency of uninterrupted heat supply sources at low temperatures, and, in particular, fossil fuel combustion processes, are relevant and were previously studied in [1][2][3][4][5][6]. The use of various fuels and intensification of fuel combustion processes in power plants, the creation of conditions for the complete combustion of fuel-air mixture due to optimal geometric arrangement of the furnace space, etc.…”
