Indonesia has been facing a high shrinkage of productive paddy land size from 16 704 272 ha in 1983 to 8 685 888 ha in 2013 which decreases to 7.46 million ha in 2019. The reduction of land size within the high growth of population who is strongly dependent on paddy rice staple food could probably bring this country food crisis. The reducing habit of paddy rice eating is valuable to solve the probable problem of rice scarcity, although it is not easy, and needs high persuasion. But unfortunately, current extension tends to only convey information and innovation, either linearly or in a dialogue, lacking a touch for behavior change. Therefore, this research aims to formulate the proper extension model to reduce the acute dependence on paddy rice. By the existence of custom community as cassava rice eater in West Java, Indonesia, the research aims to explore social interaction (SI) between the consumers of cassava rice and people living around them, the impact of SI on the food innovativeness (FI) and tendency of eating pattern change (EPC) of cassava rice eater's surrounding community, and finally the research aims to formulate extension model, which is the main purpose of this study. 182 samples who live around the custom community, are determined by Slovin formula with 5% error probability. The respondent is taken by stratified random sampling. This survey based on path analysis proves the significant direct effect of SI toward FI. Furthermore, the indirect effect of SI on the tendency of EPC through FI is less significant. Therefore, the extension model to develop EPC should create non-rice eater community as an extension agent; and they should be encouraged to enhance SI with surrounding community. This model of extension could be a problem solution for probable food scarcity; and it of course contributes to the existed linier as well as interaction model of extension. However, making non-rice eater community is not easy but probable to implement.

The Job Creation Law is aimed at improving the business climate in order to facilitate investment. However, a number of laws that have been revised by the Job Creation Law have caused a flurry of rejection because they are seen as efforts to liberalize land. This is also a threat to the management of agricultural land in Indonesia because agricultural land is the main determinant of production activities for farmers. Meanwhile, Islam has a fair management concept of agricultural land. The purpose of this study is to explain the concept of agricultural land allocation according to the Job Creation Law based on an Islamic perspective. In addition, this study also aims to explain alternative solutions for allocating agricultural land in Indonesia that are inclusive even though it uses an Islamic perspective. oriented towards the interests of corporations and investors. The concept of agricultural land allocation policies based on an Islamic perspective is based on theological values to ensure that Islamic political economy goals can be achieved by prioritizing the poor. There are two concepts of agricultural land allocation in Indonesia based on an Islamic perspective that can be recommended, namely: (1) the concept of utilization of state land; and (2) the concept of agricultural land waqf.

At the end of 2020, the Indonesian Parliament approved the Job Creation Law, commonly known as the "Omnibus Law", which introduces key amendments to several sectors, including the agriculture sector. Through this legislation, the Indonesian government plans to increase food trade and open up opportunities for the private sector to be more involved in increasing Indonesia's agricultural productivity. However, many observers consider that the Omnibus Law is unfavourable for farmers and the agricultural sector because it no longer requires the government to prioritize local agriculture products, and only imposes an obligation on the government to increase the productivity of local agriculture. Imports become one of the main sources of domestic food supply, apart from domestic production and national food reserves. The law will also remove the restriction for foreign investment in the horticulture sector and introduce a land bank to collect vacant land which will be redistributed by the government. Based on this background, this article aims to provide an overview of the impact of the Omnibus law on the current agricultural sector in Indonesia. A descriptive analysis method is used to compare the Omnibus law with the original laws relating to the agriculture sector. Finally, by taking on an Islamic perspective, it will discuss the substance of the Omnibus law, the essence of the Indonesian agriculture sector in relation to relevant regulations in terms of challenges and upcoming prospects, as well as policy implications as a conclusion.
