Alert based disaster notification and resource allocation

Abstract: When a disaster occurs, timely actions in response to urgent requests conveyed by critical messages (known as alerts) constitute a vital key to effectiveness. These actions include notifying potentially affected parties so that they can take precautionary measures, gathering additional information, and requesting remedial actions and resource allocation. “…According to Roeder (2014), the information must be demonstrative of all types of disasters or events. Moreover, researchers examined diversity of ICT relating to communication and discovered a single avenue for public information only increases vulnerability because people need affirmation from several resources (Chiu et al, 2010). “…To address these issues, Fiedrich and Burghardt (2007) researched the deployment of response agencies and promoted improved communication among key personnel, as presented at the First International Workshop on Agent Technology for Disaster Management (Jennings et al, 2006). For example, Buono et al (2008) proposed WIISARD, a Wireless Internet Information System for Medical Response in Disasters, to band broad-based collaboration from all sectors, such as academia, industry, military, and emergency responders, in order to enhance care in a natural disaster or terrorist attack (Chiu et al, 2010). Through utilization of a mesh network, WIISARD enhance communication technologies among emergency responders and improved safety through tracking the "hot zone. "…”

“…In such networks, services are delivered by forming temporary coalitions of service providers. These coalitions can be different depending on the integrated service that is provided to a client, which requires high levels of flexibility [4]. Furthermore, these networks might change over time as new service providers might enter the network and others might withdraw.…”
