The practice of policy transfer has been known since 315 BC, but conceptually it has been increasingly discussed by policy experts in the world in the last 30 years. In the Indonesian context, the application of policy transfers has been increasingly adopted by policymakers in the last ten years or so. In practice, policy transfer is an alternative that makes it easier for policymakers to make new policies. Policy transfer facilitates learning of good policy practices from various initiating countries so as to minimize failure. The transfer process is easier to build when a network or relationship is established between the actors acting as the source of the transfer, the recipient of the transfer, or other related parties. This study analyzes the implementation of policy transfers that have occurred in Indonesia in the last ten years (2012-2022) through 4 stages of Systematic Literature Review, namely 1) Pre-SLR; 2) Identification, 3) Screening, and 4) Eligibility. There were 31 selected publications which were further analyzed based on three criteria: 1) Fields/areas where policy transfer was applied, 2) Research methods conducted, and 3) Policy transfer analysis. Topics related to the analysis of policy transfers produce 5 sub-topics that can be studied further, namely: Transfer products, Transfer Loci, Policy Actors, Forms of Transfers, and Transfer Processes

The Covid-19 pandemic that has been going on globally since March 2020 has led to the universal closure of national borders. The exponential spread of the Covid-19 virus has resulted in a new phenomenon in the immigration field: stranded foreigners. To avoid the continued access of these stranded foreigners, Indonesian immigration issued a series of visa regulations. This study aims to analyse the impact of the Covid-19 pandemic on the concept of visa law applicable in Indonesia by existing formal law. This research uses a normative method with a conceptual approach, namely by identifying existing principles or doctrinal views and then generating new ideas. The concepts and theories used in this research are the rules of law concept with an analytical knife in the form of a hierarchy of laws and regulations theory and the theory of sovereignty. The results show that there is a shift in the concept of visa law in Indonesia as a result of the Covid-19 pandemic. In the theoretical study, it is known that this shift in the idea of visa law has ruled out the visa doctrine that has been regulated in Indonesian immigration law. However, the principle of relative sovereignty that respects the principles of international law is the justification for changing the concept of visa law in Indonesia during the Covid-19 pandemic.

Pariwisata adalah suatu aktivitas yang menjadi kebutuhan penting dan tidak dapat dipisahkan dari gaya hidup manusia moderen saat ini. Banyak turis asal negara Eropa memilih berwisata ke negara-negara Asia untuk mendapatkan pengalaman dan suasana baru. Indonesia sendiri merupakan salah satu negara yang menjadi tujuan favorit berlibur oleh para wisatawan mancanegara yang berasal dari Eropa, Australia, dan sebagian negara Asia lain nya. Bali adalah salah satu daerah di Indonesia yang banyak dikunjungi oleh turis asing. Dengan keindahan dan keunikan budaya yang ditawarkan, Bali layak menjadi daerah Kawasan Ekonomi Khusus (KEK) pariwisata di Indonesia yang sejak lama sudah dikenal luas . Selain Bali, beberapa provinsi lain juga direncanakan akan menjadi daerah khusus pariwisata seperti Lombok, NTT, dan Jogja. Tapi sayangnya, adanya pandemi covid-19 yang masuk ke Indonesia pada awal Maret tahun 2020 ke Indonesia membuat jumlah kunjungan wisatawan asing ke Bali yang di tahun sebelum pandemi mencapai 456.218 kunjungan wisatawan, turun drastis menjadi saat diterapkannya PSBB dan penutupan akses keluar masuk Indonesia baik pelabuhan dan bandara. Namun, di tahun 2023 ketika pandemi telah usai, ditambah adanya gejolak geopolitik di beberapa belahan dunia membuat pariwisata Indonesia pulih cepat dan kembali menjadi primadona untuk dikunjungi wisman, salah satunya wisatawan asal Rusia yang saat ini jumlahnya cukup mendominasi di Bali. Metode yang digunakan dalam pengumpulan data jurnal ini adalah metode kualitatif yang pengumpulan datanya dilakukan langsung di Kantor Imigrasi Denpasar dalam mengetahui jumlah kunjungan turis asing dan pelanggaran yang mereka lakukan, khususnya bagi wisatawan Rusia yang belakangan ini banyak melakukan pelanggaran di Bali. Pembahasan dalam jurnal ini akan terfokus pada penerapan sistem Evisa yang menjadi angin segar bangkitnya kembali pariwisata Bali pasca pandemi. Selain itu, jurnal ini akan mengangkat studi kasus jumlah kunjungan turis Rusia di bali saat ini dan pelanggaran yang dilakukan, didukung dengan data yang telah didapatkan dari kantor Imigrasi Denpasar. Jurnal ini diharapkan dapat meningkatkan kesadaran dalam memperkuat aturan bagi wisatawan asing di Indonesia agar dapat tercipta ekosistem wisata yang baik.
