Abstract-The previous studies that applied the Resource Based View (RBV), to examine the impact of IT resource on IT (Information Technology) competencies, often show different results. This study intends to investigate the impact of IT resources (core communication technology, group collaboration enterprise competences "inter-organization system usage") on IT capabilities (infrastructure, empowerment and functional capabilities) trying to discuss some empirical limitation of testing RBV such as able to disentangle the effects from a variety of sources, and how IT resources complement with other IT resources. Data were collected from 83 IT employees involved in Sudanese banking and insurance sector. A questionnaire was used to collect data. Reliability and factor analysis was conducted to ensure goodness of the data; regression analysis conducted to test the relationships between variables. The findings of this study do disentangle the effects on IT capabilities from a variety of sources. Moreover, it shows how IT resource complements each other in order to generate the outcome of capability.

This article explores the possibility of integrating some of the most referenced ICT Management Frameworks in managing ICT infrastructure in the banking sector. This was done by identifying core components that it should address and the related frameworks that need to be applied at each component. In this context, this article is also prompting further research in managing ICT infrastructure through an integrated ICT Management Framework.Information and Communication Technology (ICT) infrastructure needs to be regarded as the integration of different components that interact with one another directly and indirectly for sustainability of organisation's objectives. For the organisations that rely intensely on ICT, such as in the banking industry, it is a necessity to develop practices and tools such as integrated ICT Management Framework that collect best practices found in different ICT Management Frameworks and combine them to business objectives that direct ICT strategies, technologies, and management practices for better management of ICT infrastructure. This research was conducted by applying the qualitative research method and interviews as a technique for the collection of data from participants. It was found that the ICT Management Framework is not a new topic in the South African banking industry, but its application is a subject matter which every individual bank applies according to their requirements. Banks in SA in general do not address the question of integrating frameworks and indirect components that contribute to the success of ICT applications in the framework.

Information Technology Capabilities in Enabling Electronic Banking: Case Study of a Bank in a Developing Country

This exploratory study is aimed at identifying and exploring the key components of Information Technology (IT) capabilities that enable e-banking. It attempts to generate a framework that illustrates the variables, which led to a specific performance. The performance (independent variable) was linked with three dependent variables: Information security (ISec), regularity, and reliability. The study focused on the ISec factor and its effect on e-banking. This factor was analysed through the confidentiality, integrity, and availability (CIA) elements.The study presents the case study of a Libyan bank and the challenges from the ISec perspective. It explains how the bank attempted to improve the legacy bank system in terms of raising the level of CIA elements. The study collected 30 participants' opinions via an online survey. The responses were analysed statistically using SPSS software to identify the most important elements for ISec, to raise the level of e-banking services and also to identify whether these three elements were equally significant or different. Likert scale was used to rate the questionnaire responses.Integration was found to be one of the most vital elements, and should be given high priority in any bank operating in developing countries followed by the confidentiality and integrity elements. To ensure the technical success of e-banking services, banks in developing countries should provide awareness and training programmes to increase the level of security. Moreover, the banks need to establish reliable polices that can control staff behaviour and minimise the level of risk in e-banking services.
