The purpose of this research was to explore the psychological aspects of corruption in public administration through a combination of methods such as the non-systematic review, a semi-structured interview, a survey questionnaire, and observations of the anti-corruption court hearings. The study employed a case research design using the exploratory research strategy. It relied on a combination of data collection methods. The study was designed as a flow of three basic stages such as identification of psychological factors of corruption, validation of factors, and assessment of relative importance of every factor using the Triangular Assessment Method. It provided first-hand evidence and cases for the course in “Psychological, Behavioural and Economic Triggers of Corruption.” The IBM SPSS Statistics 25.0.0.1. Software was used to process the yielded data. The study found that civil servants’ ambitions to get rich quick, their low self-esteem, psychological dependencies, community-accepted image, sense of impunity were the major psychological aspects pushing the people to corruption in Ukraine. It was also found that the sense of impunity could be considered to be the primary psychological impact factor stimulating corruption actions by the civil servants, specifically. The self-esteem could be regarded as a second important psychological factor of corruption in public administration, which is related to the persons’ vision of their role in the community. The third important factor was ambitions driven by ‘easy money’ and status. The last two factors such as psychological dependencies, the community-accepted image were judged to be the least important ones. Further in-depth research is needed to identify the gender difference in the psychological aspects of corruption in public administration.

The internalization of discipline is a necessary character value to follow the many regulations of a school. Students at SMA Negeri 1 Halmahera and SMA Negeri 7 in the South Halmahera Regency were surveyed for this study with the hope of encouraging them to adopt a more disciplined mindset. Qualitative research techniques were used for this analysis. Using an approach based on habituation of disciplinary values, experience, and exercises to strengthen discipline values, and exemplary application by exemplary teachers and students as role models. The results showed that SMA Negeri 1 and SMA Negeri 7 in South Halmahera Regency, North Maluku Province successfully internalized disciplinary values. Students who 1) arrive at school promptly at 7.00 WIT; 2) read a short letter for 15 minutes before beginning the lesson; and 3) stay for 5 minutes after the end of class to sing the national anthem are more likely to internalize the discipline. These three activities are performed daily. The cultivation of discipline in students, particularly through adherence to established norms and programs, enables them to effectively incorporate these principles into their daily lives. Resumen. Uno de los problemas que más preocupa a la sociedad española es la corrupción; de ahí la necesidad de crear instrumentos que evalúen el grado de desarrollo moral de los sujetos. Los cuestionarios que incluyen dilemas morales se utilizan en investigaciones sobre el tema en diversas disciplinas de las ciencias sociales. El objetivo es medir el desarrollo moral o juicio sobre problemas morales para predecir una eventual conducta en una situación futura. Muchos de los fenómenos negativos que afectan a nuestro modelo social están en conexión con decisiones y dilemas morales a los que han de enfrentarse las personas. Uno de los mayores problemas de nuestro país tiene que ver con el fenómeno de la corrupción política, ya que es en el marco político donde las decisiones y dilemas morales cobran una importancia trascendental, repercutiendo en el bienestar de todos los ciudadanos. Los estudios de Lawrence Kohlberg siguen sirviendo como marco teórico para el diseño de instrumentos que evalúan el desarrollo moral. Entre estos instrumentos, el Defining Issues Test (DIT) de James Rest es uno de los más utilizados, validados y adaptados a las circunstancias que las investigaciones requieran. El presente artículo describe los antecedentes y el contenido de un cuestionario diseñado a partir del DIT para la investigación sobre el desarrollo moral de los estudiantes del Grado de Derecho en España en relación con el fenómeno de la corrupción política, y ofrece orientaciones sobre la elaboración de este tipo de adaptaciones.
