Social Capital and Livelihood Diversification: Tourism Entrepreneurship in a Remote Area of North Halmahera, Indonesia

This article aims to describe the capability of public access to social capital as a form of livelihood diversification through tourism entrepreneurship. This idea was originated from the optimization of the tourism sector and the creative economy by the local government since 2017, aiming to encourage creative entrepreneurship in tourism, creative multimedia, and coffee shop businesses. This study was conducted in a qualitative approach; thus, primary and secondary data sources were used to analyze the data. The primary data was obtained through in-depth interviews and observations, while the secondary data was obtained from document studies. In this case, the in-depth interviews were conducted with the entrepreneurs. The participants involved as key informants had various backgrounds in tourism entrepreneurship such as travel agent and tour guide service, creative multimedia service, and coffee shop business. Furthermore, field observations were done based on activities or events, aiming to observe the process of involvement of these entrepreneurs in regional tourism activities during the events of “Torang Angkat Sampah” in 2017, “Tanjung Bongo Festival” in 2017, “North Galela Festival” in 2018, “Wonderful North Halmahera” in 2018, and “O Molulu Ma Akere” in 2019. The secondary data used was the Medium Term Program Plan of the Local Government Agencies of the Regional Tourism Department of North Halmahera Regency after there was a policy of creative economy development elaborated in the bureaucratic structure changes at the Regional Tourism Department. The results show that the availability of infrastructure, accessibility of information and transportation, and the capability of access to social capital were such a stimulus for the diversification of people’s livelihoods to run tourism, creative multimedia, and coffee shop businesses. Through social capital, entrepreneurs were strengthened by their social relations with various communities to have more consumers while also maintaining the business sustainability.

Information technology is developing very rapidly now, so that it is able to make people carry out activities easily. The presence of developing technology is targeted to get better results more easily with the accuracy of its use, one of which is the website. The website is also stored on a server in a name, namely a domain or sub domain that can connect a navigation application to find a location is GIS or Geographical Information Systems. So far the public knows the location of the flower shop through the website, Instagram and Facebook, this method causes the information obtained to be incomplete and takes a lot of time to find the location of the flower shop and the number of flower shop availability is sometimes not proportional to the number of flower shop seekers. In addition, flower shop seekers also do not have information about the location of flower shops and many immigrants do not know about the Bandar Lampung area, so they have difficulty getting to the flower shop. Based on this, the authors propose to design a geographic information system to determine the location of the web-based flower shop in Bandar Lampung. The results of this study are able to display information about flower shops, able to provide relevant information about flower shops in Lampung based on the user's location.

-The case of lost or missing children when people go traveling or in the hustle often occurs due to lack of parental supervision. These problems can be solved using Global Position System (GPS)-based navigation technology Location Based Service (LBS). This research aimed to determine the position of members of the community (such as family) who were lost or missing by using mobile devices. Rapid Application Development (RAD) was used for system development, which comprised the step of requirement or planning, system design, development, and cutover. The result of this research is a GPS-based application that is able to display the position of members of the community, the route to the location, and the media discussion (comments). The conclusions show that the application provides an easy and useful function in finding the location of the community member, displays the route to the location, and allows the interaction in the form of communication.
