The study results have made it possible to devise a methodology for the formation and adjustment of the Defense Forces Capabilities Catalog using cluster analysis and the developed tree-like system of basic indicators characterizing groups and subgroups (clusters). That enables stakeholders to form and adjust the Defense Force Capabilities Catalog with the proper quality, according to the uniform developed algorithm and defined identifiers (features). The methodology is intended for use by members of the Inter-Departmental Working Group on Defense Review, as well as working groups in the course of a separate review or capacity assessment. The Defense Force Capabilities Catalog was deconstructed into five levels of hierarchy, each of which contains interdependent typical tasks, organizational structures, and means (systems, complexes). The procedure is to analyze and clearly cluster individual capabilities of the defense forces according to certain features (requirements, characteristics) to group them and include them in the relevant groups, subgroups, and functional capabilities groups. A system of the indicators for the formation and adjustment of the Defense Forces Capabilities Catalog has been proposed, as well as a conformity criterion based on the generalized indicator, which defines the level of formation (adjustment) of the Defense Forces Capabilities Catalog. Seven steps of the procedure have been defined: from identifying individual capabilities based on their description (step 1) to verifying the acceptability of the results obtained (step 7) using the evaluation criterion and specially designed tables. The methodology was tested during a passive experiment in 2020 on the analysis of the current Defense Forces Capabilities Catalog, which made it possible to identify a series of significant shortcomings in its structure and content.

При формуваннi тактико-технiчного завдання на створення зразка озброєння розглядаються не тiльки його характеристики за призначенням, а й експлуатацiйно-технiчнi, технологiчнi, економiчнi та iншi характеристики. Сукупнiсть характеристик визначає вiйськово-технiчний рiвень зразка озброєння. Звичайно розглядаються варiанти зразка озброєння, якi вiдрiзняються сукупнiстю характеристик. Для порiвняльного оцiнювання варiантiв зразка озброєння за вiйськово-технiчним рiвнем необхiдно застосовувати вiдповiднi методичнi положення. Вирiшення завдання-порiвняльного оцiнювання варiантiв зразка озброєння-стало можливим шляхом послiдовного вирiшення чотирьох задач. При вирiшеннi першої задачi здiйснена декомпозицiя сукупностi характеристик зразка озброєння на три рiвнi: властивостi, складовi властивостей, показники. Науковим результатом першої задачi є методичний пiдхiд до порiвняльного оцiнювання варiантiв зразка озброєння на пiдставi урахування важливостей характеристик при ранжируваннi варiантiв зразка озброєння з використанням методу багатокритерiального аналiзу. При вирiшеннi другої задачi отримано порядок поетапного експертного оцiнювання коефiцiєнтiв важливостей властивостей, складових властивостей, показникiв з використанням методу парних порiвнянь, що дозволяє урахувати їх вплив на вiйськово-технiчний рiвень зразка озброєння. Результатом вирiшення третьої задачi дослiдження є алгоритм порiвняльного оцiнювання варiантiв зразка озброєння з використанням методу таксономiї. Наведений алгоритм дозволяє ранжирувати варiанти зразка озброєння з урахуванням важливостi показникiв, якi визначають їх вiйськово-технiчний рiвень. Проведення декомпозицiї характеристик, застосування методу парних порiвнянь для експертного оцiнювання їх важливостi, методу таксономiї дозволило отримати цiлiсну методику порiвняльного оцiнювання варiантiв зразка озброєння за вiйськово-технiчним рiвнем. При вирiшеннi четвертої задачi дослiдження розглянуто порядок застосування розробленої методики на прикладi порiвняльного оцiнювання вiйськово-технiчного рiвня варiантiв зенiтної ракетної системи. Capability-based planning as an approach to defense planning is an almost infinitely complex engineered system with countless nodes and layers of interdependency, influenced by state and non-state diplomatic activities, information, military and economic actions creating secondary and third order effects. The main output of capability-based planning is the set of capability requirements needed to achieve the expected end-state. One revitalized qualitative technique that allows us to gain insights into unstructured and fuzzy problems in the military is wargaming—in its simplest form this involves manual wargaming. At the same time, there has been a push to bring computer assistance to such wargaming, especially to support umpire adjudication and move more generally towards full automation of human elements in wargames. However, computer assistance in wargaming should not be pushed, regardless of cost, towards quantitative techniques. The objective complexity of a problem often does not allow us to replicate the operational environment with the required fidelity to get credible experimental results. This paper discusses a discovery experiment aiming to verify the concept of applying a qualitative expert system within computer assisted wargaming for developing capability requirements in order to reduce umpire bias and risk associated with their decisions. The innovation here lies in applying system dynamics modelling and simulation paradigms when designing the theoretical model of capability development, which forms the core of the expert system. This new approach enables qualitative comparisons between different sets of proposed capability requirements. Moreover, the expert system allows us to reveal the effects of budget cuts on proposed capability requirement solutions, which the umpire was previously unable to articulate when comparing individual solutions by relying solely on his own knowledge. Players in the wargame validated the proposed concept and suggested how the study might be developed going forward: namely, by enabling users to define their own capabilities and not being limited by a predefined set of capabilities.
