Assisting the Transition from Workfare to Work: A Randomized Experiment

Abstract: Argentina's Proempleo Experiment, conducted in 1998-2000, was designed to assess whether a wage subsidy and specialized training could assist the transition from workfare to regular work. Randomly sampled workfare participants in a welfare-dependent urban area were given a voucher that entitled an employer to a sizable wage subsidy; a second sample also received the option of skill training; and a third sample formed the control group. The authors find that voucher recipients had a higher probability of employ… Show more

“…Finding a suitable and valid instrument is often a challenge, but a common solution used in impact evaluation is to use the intent-to-treat (ITT) since all households in the treated communities had the option to enter the programme but not everybody participated (Galasso et al, 2001;Ravallion, 2005;Oosterbeek et al, 2008). Provided that we control for location-specific effects which might have a direct effect on outcomes, this should be a good predictor of participation.…”

“…Structural barriers related to the economy and labour market conditions can also affect final outcomes such as labour market participation (for vocational interventions) and income (for business interventions). Our analysis revealed that interventions that took place in contexts where labour demand was very low faced important barriers to achieving the desired labour market outcomes (Galasso et al, 2004;. Distance to the training centre has been identified as an important barrier to programme completion and, therefore, skill accumulation.…”

“…These problems range from administrative errors in processing participants' information to delays in signing agreements between relevant parties (Card et al, 2011;Departamento Nacional de Planeación, 2008). The programme lacked appropriate dissemination strategies to ensure recruitment, especially of the most vulnerable target populations (Galasso et al, 2004).…”

“…They find such programs to be effective for long-term unemployed, although not for workers with short unemployment spells. On their part, Galasso et al (2001) evaluate a random assignment wage subsidy scheme targeted to workers in temporary employment in Argentina (Proempleo), which subsidized 50% of the first 18 months of wages for workers employed in permanent, regular jobs and find that the program provided assistance to low-wage workers in finding regular wage employment, although effects were only statistically significant among women and youth.…”
