Introduction. Governance process optimisation is critical to achieve the goal of improving public services efficiency. Public data service is crucial starting point for realising this goal. However, practical challenges persist in public data service, including unclear processes and insufficient identification of public data service citizens’ information needs. Method & Analysis. We employed an inductive methodology to analyse the public data service users’ information needs and annual distribution among information needs. Based on a data-driven approach, we mapped these information needs sub-categories into four main procedures in public data service. This paper further identified the hierarchy of information needs based on public data processing levels. We utilised Sankey diagram to effectively illustrate cross-analysis result between topics and information needs’ subcategories. Results. The typical levels of public data service users’ information needs include informing, utilisation, problem-solving, social life service, and society governance. Furthermore, our study reveals the data flow among sub-categories of public data service information needs follows the logic of Datafication- Government to Government-Government to citizens- Data to Optimiation. Conclusion. Government departments should ensure public data quality and facilitate efficient data circulation processes. We recommend understanding relationships between public data resources and services derived from them through a problem-solving lens. Our findings will serve as a reference tool for analysing information needs of public data service users in other countries.

The object of this study is the factors of implementation of the concept of government as a platform. The study solved the problem of identifying factors and choosing a model for analyzing the conditions for building a socio-technological model of interaction between society and the state. The concept of government as a platform is presented in the form of interrelated entities, components of technological infrastructure and digital assets. A feature of the described structure is the consideration of social value, which is explained by the principles of the concept under study. The factors of implementation of the concept include professional and personal characteristics of civil servants; organizational structure of the government; legal regulation; financial mechanisms; use of digital technologies of Industry 4.0; digital opportunities of the population and businesses; digital engagement. The identified factors take into account the need to take into account the needs and requirements of citizens, technological readiness, and competence of the government. It has been established that during 2022 there was a global trend towards an increase in the level of development of e-government. The results of the analysis of user experience on interaction with electronic public services confirm the need to focus on consumers. A theoretical model for adopting the state digital platform has been developed. The model consists of six independent variables, three intermediate variables, and one dependent variable. In the model, independent variables include tangible ease of use, uncertainty in technology, social pressure, efficiency of work with computer equipment, technical capabilities. Intermediate variables include attitude to use, tangible utility, user satisfaction, and intent to use. The dependent variable is the actual use of technology.

The educational sector currently faces a massive digital transformation with various digital offerings entering the market. To provide some orientation in this transforming space, a national digital education platform (NDEP) is under development in Germany as part of a nationwide flagship project. On the one hand, in efficiently connecting the relevant stakeholders to each other and to value-adding education-related offerings, various benefits emerge. On the other hand, monopolising the educational sector and influencing the respective market through a state-controlled platform bears potential regulatory risks from misuse of power by the platform to malpractice by the users. Against this background, we aim to identify and systematise these potential drawbacks prior to the platform’s actual development and implementation. We pursue a qualitative, interpretivist approach for policy analysis, based on ten elite interviews and two workshops. Our results are threefold: (1) We capture the consolidated NDEP architecture; (2) We categorise the range of relevant functions and value propositions of the NDEP; (3) We derive 23 regulatory areas of conflict across the three building blocks that result from the potential ecosystem and function scope configurations of the NDEP. As a contribution to research, we shed new interdisciplinary light on the governance and infrastructure of public-private platforms that enable innovation and collaboration while integrating respective market segments. As a contribution to practice, we provide clear guidance for policy-makers in strategizing the development and governance of and through national digital platforms in education.
