The list, nature, and directions in changing the business processes of public corporations due to digital transformation have been determined. The main digital technologies that are used by public corporations operating in the basic sectors of the national economy were grouped. It has been proven that one of the most important criteria for digital transformation is the level of information transparency. A morphological matrix of digital transformation of public corporations has been built and the positions of the latter in the process under study have been determined. Based on the results of the matrix assessment, it was concluded that the most attention is attracted by the digitalization processes in corporations-outsiders. This is because this position is characterized by a high level of digital maturity but a low level of transparency. To ensure a high level of transparency, it seems appropriate for these companies to introduce new digital technologies. This paper analyzes those endogenous and exogenous factors that promote or block the process of introducing digital technologies in public corporations. It was found that at the level of public corporations, there are significant resource constraints, which are manifested in the lack of funds for the introduction of digital technologies. Another significant obstacle is the psychological barriers associated with the unwillingness to use digital technologies in the work process. The generalization of the efficiency indicators of business processes and criteria for factor conditions of digital transformation has made it possible to identify the main components of the system model of digitalization of public corporations. Considering the above, an authentic system model of digitalization of the public corporate sector is proposed. It seems appropriate to use the model to determine the effect of the introduction of digital technologies in the public corporate sector.
A system of statistical measurement of the influence of digital technologies on the efficiency of management has been devised. It is determined that in the process of intensification of digitalization processes, various methodological approaches to statistical measurement of management efficiency were distinguished. Indices used to compile international ratings for the development of digital technologies have been established. The existing methodical approaches of statistical measurement of influence of digitalization on efficiency of public administration have been analyzed. In this regard, it was determined that there is no unified method of evaluation. A conceptual model of the system of statistical measurement of management efficiency under the conditions of digitalization at the organizational level has been built. It is substantiated that the devised model creates the basis for the formation of theoretical and methodological foundations for statistical measurement of the impact of digital technologies on management efficiency. Statistical indicators of the impact of digital technologies on management efficiency were systematized. The composition of indicators of measurement of external efficiency, efficiency coefficients of the controlled subsystem and control subsystem was clarified. A procedure for calculating the indicator of the overall efficiency of management has been devised. A methodical approach for diagnosing the movement of management efficiency indicators was proposed. It is established that differences in the speed of movement lead to large differences in the values of indicators. It has been determined that solving the system of equations makes it possible to find the intersection points of linear trends. The use of the proposed methodological approach could make it possible to measure the quantitative and qualitative effects of digitalization and ensure effective management at all levels by taking into consideration the interests of all stakeholders.
This paper considers the processes of digitalization of urban management, which forms the prerequisites for solving the problem of the development of the concept of smart cities. As a result, the historical aspects of the formation of the Smart City concept are distinguished. Based on this, elements of the Smart City concept are highlighted at the present stage, such as vision, ecosystem, management, technological background, and financing. Generalization of the results of the study of the processes of digitalization of smart city management has made it possible to distinguish its traditional components, which include transport, energy, utilities, urban environment, security, and "smart" house. In order to ensure effective monitoring of the implementation and development of digital services in the smart city management system, it is proposed to use "city smartophores". The systematization of the Smart City formation experience provided an opportunity to distinguish the relevant models of digitalization of urban governance – decentralized, centralized, and local. The scope of application, initiators, advantages and disadvantages, and prospects for the development of each of them are determined. Unlike other results of the study of the effectiveness of the development of smart cities, it is suggested that the most vivid picture of ensuring a comfortable life in the city is demonstrated by the size of its population. It is proved that it is in the developed cities of any country in the world that there are positive rates of population growth. Quantitative criteria for determining the upper and lower limits of the efficiency of smart city development according to the selected indicator have been developed. The practical application of the results of the study is the possibility of predicting further directions of development of the smart city based on a quantitative assessment of the level of its digital transformation
