Coastal seas around the world are under increasing anthropogenic pressures due to the rapid expansion of maritime industry and coastal urbanisation. Multi-use (MU) of ocean space, meaning the use of the same space by multiple resource users, has emerged as one strategy to address spatial conflicts resulting from an increasing use density. The proposed multi-use of offshore wind farms (OWF) and mariculture (MAQ) is one of the most-researched examples of such a potentially symbiotic relationship. Two decades of public and academic discourse have produced an abundance of research regarding various facets of this particular combination. Nevertheless, the latest research projects of the EUs Horizon 2020 Research and Innovation Programme have identified a number of persistent barriers to continued multi-use development. The past and current public discourse has created a situation where technological readiness has outpaced societal readiness and the discussion is often complicated by the diversity of backgrounds and perceptions of the participants of this discourse. This study aims to dissect the common discourse on OWF and mariculture multi-use by utilising a targeted SWOT analysis approach based on stakeholder knowledge. This approach reveals two distinct narratives based around societal and economic considerations respectively. From this, we derive a set of tailor-made recommendations for policy makers and regulators as well as funding agencies, businesses and researchers.

Ο θαλάσσιος χώρος και ειδικότερα ο θαλάσσιος χώρος σε εγγύτητα με την ακτογραμμή αποτελεί υποδοχέα πλήθους ανθρωπογενών δραστηριοτήτων. Με την πάροδο των χρόνων, οι πιέσεις και οι συγκρούσεις στον θαλάσσιο χώρο αυξάνονται λόγω: (α) της εντατικής και εκτατικής ανάπτυξης των υφιστάμενων θαλάσσιων χρήσεων και δραστηριοτήτων, (β) της εμφάνισης νέων χρήσεων και δραστηριοτήτων και (γ) των επιπτώσεων της κλιματικής αλλαγής. Ο θαλάσσιος χώρος βρίσκεται σε άμεση αλληλεξάρτηση – διασύνδεση με τον παράκτιο χώρο, ο οποίος έχει ιδιαίτερη κοινωνική, οικονομική και περιβαλλοντική σημασία και στον οποίο εντοπίζονται (α) μεγάλες πληθυσμιακές συγκεντρώσεις, (β) μεγάλος αριθμός χρήσεων και δραστηριοτήτων, καθώς επίσης και ιδιαίτεροι φυσικοί και πολιτιστικοί πόροι. Ο ελληνικός θαλάσσιος χώρος δεν αποτελεί ένα τυπικό παράδειγμα ευρωπαϊκού θαλάσσιου χώρου, καθώς παρουσιάζει ιδιαίτερα (α) γεωπολιτικά, (β) γεωμορφολογικά,(γ) γεωγραφικά, (δ) φυσικά, (ε) πολιτιστικά και (στ) κοινωνικοοικονομικά χαρακτηριστικά, τα οποία τον καθιστούν ιδιαίτερα σημαντικό για την κοινωνικοοικονομική και περιβαλλοντική βιωσιμότητα της χώρας. Το 2014 υιοθετήθηκε από την Ευρωπαϊκή Ένωση η Οδηγία 2014/89/ΕΕ ‘περί θεσπίσεως πλαισίου για τον Θαλάσσιο Χωροταξικό Σχεδιασμό’ (ΘΧΣ). Η εν λόγω Οδηγία θέτει το πλαίσιο για την εφαρμογή ΘΧΣ, με στόχο τη βιώσιμη ανάπτυξη των θαλάσσιων οικονομιών και των θαλάσσιων περιοχών, καθώς επίσης και τη βιώσιμη χρήση των θαλάσσιων πόρων. Τα κράτη μέλη οφείλουν έως την 31 Μαρτίου 2021 να θεσπίσουν ΘΧΣ, λαμβάνοντας υπόψη: (α) τις ιδιαιτερότητες των θαλάσσιων περιοχών, (β) τις συναφείς υπάρχουσες και μελλοντικές δραστηριότητες και χρήσεις και τις περιβαλλοντικές τους επιπτώσεις, καθώς επίσης και (γ) την αλληλεπίδραση στεριάς –θάλασσας. Σκοπός της παρούσας διδακτορικής διατριβής είναι η ανάδειξη των ιδιαιτεροτήτων του ελληνικού θαλάσσιου χώρου και η διερεύνηση των διαδικασιών για την αποτελεσματική εφαρμογή του ΘΧΣ στην Ελλάδα. Προς αυτή την κατεύθυνση πραγματοποιήθηκε (α) βιβλιογραφική διερεύνηση του θεωρητικού πλαισίου και των διεθνών, ευρωπαϊκών και εθνικών πολιτικών και εφαρμοζόμενων πρακτικών, (β) ανάλυση της υφιστάμενης κατάστασης του ελληνικού θαλάσσιου χώρου, μέσω του εντοπισμού θαλάσσιων τυπολογιών και (γ) ανάδειξη κρίσιμων ζητημάτων για την υλοποίηση, την εφαρμογή και την παρακολούθηση του ΘΧΣ στην Ελλάδα. Ως απόρροια των παραπάνω, προτείνεται ένα ολοκληρωμένο πλαίσιο χωρικού σχεδιασμού, μέσω του οποίου τα ζητήματα του χερσαίου και του θαλάσσιου χώρου αντιμετωπίζονται ταυτόχρονα, εξασφαλίζοντας έτσι την αναγκαία συνοχή και συμβατότητα μεταξύ (α) των χερσαίων και των θαλάσσιων χρήσεων και δραστηριοτήτων και (β) των εφαρμοζόμενων χωρικών, τομεακών και αναπτυξιακών πολιτικών.

The expected increase in global food demand, as a consequence of a rising and wealthier world population, and an awareness of the limits and drawbacks of modern agriculture, has resulted in a growing attention to the potential of the seas and oceans to produce more food. The capture production of presently exploited marine fish stocks and other species has more or less reached its maximum and can only be slightly improved by better management. This leaves four alternative options open to increase marine food production: (1) manipulating the entire food web structure via removal of high trophic level species to allow an increasing exploitation of low trophic level species, (2) harvesting so far unexploited stocks, such as various fish species from the mesopelagic zone of the ocean or the larger zooplankton species from polar regions, (3) low-trophic mariculture of seaweeds and herbivorous animals, and (4) restoration of impoverished coastal ecosystems or artificially increasing productivity by ecological engineering. In this paper, we discuss these four options and pay attention to missing scientific knowledge needed to assess their sustainability. To assess sustainability, it is a prerequisite to establish robust definitions and assessments of the biological carrying capacity of the systems, but it is also necessary to evaluate broader socio-economic and governance sustainability.
