Mechanisms for the Development of the Agricultural Sector in the Economic Security of the State

The article explored the problems of formation and improvement of mechanisms to ensure the development of the agricultural sector in the state's economic security system. It has been found that today socio-economic transformations actualize the urgent need to improve scientific and methodological research and development on the creation and implementation of an effective state agrarian policy, as well as the development of innovative management decisions to ensure and accelerate the development of the agricultural sector to strengthen the general economic security system of Ukraine. Approaches to the definition of the category “economic security of the state” were summarized and a refined definition was provided. A universal and effective mechanism for ensuring the development of the agricultural sector in the system of economic security of the state has been developed, the functioning of which, in turn, is directly dependent on internal and external destabilizing factors and will be based on the improvement of three interconnected mechanisms: strengthening the food security of the state; increasing investment attractiveness by introducing an innovative component; optimization of agricultural sector financial support. The differences and interrelationships of the types of destabilizing factors affecting the economic security of the agricultural sector were analyzed and it was concluded that all these factors can both negatively affect the entire economic security system in the agricultural sector and be areas of constant improvement. Block proposals for strengthening the food security of the state are described. It has been proved that to be able to develop and implement these innovative methods requires significant investment injections from both the state and Ukrainian investors, as well as external investments on favorable conditions for agricultural sector entities. Innovative foundations for optimizing the information and communication system of local government

The article is devoted to the study of innovative methods of optimizing the information and communication system of the local government of Ukraine in the changing conditions of nowadays. The main problem of the article is due to the need to eliminate the inconsistency of the modern unsatisfactory state of development of information support for the provision of public services by local self-government bodies of the territories of Ukraine with the requirements of Ukrainian society and the standards of European developed countries. The definition of the category “innovative municipal administration” has been clarified. Specific features of public service provision are defined according to four criteria (“service provision,” “restrictions,” “service concentration,” “monopoly of services”), which disclose their essence and main areas of improvement. The author's definition of the category “public service” is given. It was found that effective servicing of the needs of civil society and economic entities is impossible without the involvement of information systems and technologies and requires the implementation of systematic information support for the management and service activities of local self-government bodies. An innovative information and communication system has been formed to ensure the activities of local self-government bodies in the provision of public services.

The article is devoted to theoretical, methodological and practical research of the problem of ensuring the competitiveness and the sustainability of railway transport enterprises in conditions of the deep socio-economic and political crisis in Ukraine. It was established that in modern crisis conditions, in order to ensure a stable competitive position in the passenger and freight transport market, railway transport enterprises should focus on the systematic introduction of innovations, improving management methods, and enhance the quality of business processes. The definition of the concept of "competitiveness of railway transport enterprises" was clarified by summarizing scientific works and studying the competitive ad-vantages of industry enterprises. The main requirements of consumers for the ser-vices of railway transport enterprises are systematized, the consideration of which in the process of transport services will contribute to increasing the competitive ad-vantage of railway enterprises. An algorithmic sequence of benchmarking for rail-way transport enterprises was created in the article. An innovative model for ensur-ing the competitiveness and the sustainability of railway transport enterprises has been developed, which contributes to their adaptation to a dynamic external envi-ronment by organizing the continuity of innovative development aimed at finding and constantly introducing innovations as a basis for the formation of sustainable competitive advantages by railway transport enterprises in a crisis environment. It has been proved that the effectiveness of the implementation of this model de-pends on the balanced functioning of all its elements and taking into account the operational and strategic goals of the innovative development of railway transport enterprises.
