“…Indeed, many empirical studies probing the installation of “democratic” reforms in China have suggested that assimilation has been a popular approach adopted by local reformers, which reflects their caution in pushing reforms fully toward their ideal versions. For example, in a case study based in Wuhan (China) titled “A Democratic Review of Administrative and Business Style,” So (2013) investigated a citizen-oriented performance regime promoted by the municipal government, and found that although citizens’ satisfaction with public services was included as an indicator, it only accounted for a fairly limited share of the gross evaluation score. This line of research, together with the empirical findings reported in the present study, reflect local reformers’ caution in plugging democratic practice into the institutional foundation.…”
