Children's rights is a branch of law that deals with issues such as the protection, provisions, upbringing and defense of children. This branch of law makes legal arrangements to protect the legal rights of children and to observe their removal. Children's rights, on the other hand, are the fundamental rights of all Europeans and protected by states. These rights include the right to life, the right to education, the right to health, the right not to be used, and the right to a fair trial. The right to education is also an important part of childbearing. Children's right to education is in the protection of states and society. The right to education includes people's right to go to school, the right to reproductive education, and their share of not experiencing any breadth in school. Education is important for the individual and social development of individuals and every child should have an equal level of education. But unfortunately, the world average still many children, being denied the right to education. This situation negatively affects the lives of Europeans. Children who are deprived of education may face problems such as bedding, poverty and social exclusion. Therefore, the actions taken on children's rights and the right to education are very important. Children and society need to do more to protect the growth and education of young people. In this way, his children can have equal opportunities and complete their individual and social development. Keywords: Child law, children's rights, right to education

“…Koruyucu aile uygulaması korunma ihtiyacı olan ve biyolojik ebeveyni ile yaşama olanağı bulunmayan çocukların bu ihtiyaçlarını karşılayacak bir aile yanında bakılması ve gelişiminin desteklenmesi amacını taşıyan bir sosyal hizmet modelidir. Kurum bakımı modeline bir alternatif olarak gelişen bu hizmet biçiminin çocukların gelişimi açısından daha uygun olduğu ortaya konulmuştur (Akyüz, 1991;Erdal, 2014;Saçan ve Şimşek, 2014). Foster care services, as an alternative social service model to residential care, is a practice model for children in need of protection, seeking them to be cared for and protected in a family context. Although foster care services have been practiced since the 1960s, they had not been prevalent for decades. Despite the increasing number of foster families in recent years, it can not be asserted that the number is well enough for the child protection system. This study aims to determine issues related to foster care service delivery and improvement, in the eye of professionals working in this field.Method: This study was carried out based on phenomenological research design under qualitative research methods. In this regard, in-depth interviews were held with academics with knowledge and experience in foster family services and representatives of non-governmental organizations serving in the field of the foster family. Findings:Research findings indicate that foster care services in Turkey are still not well-known in public. It also can be understood that some socio-cultural factors might cause negative attitudes towards being foster family. It can be emphasized that there are significant issues related to foster care services, such as advertising, popularising, organising, and supervising.Originality: In Turkey, the literature that focuses on the functioning of the child protection system and the implementation of child protection policies is still limited. On the other hand, the study offers suggestions for making foster care services more familiar in public , and improving its quality.

This study aims to investigate the effects of early childhood Children's Rights and Democracy Education on children's democratic behaviors. The study group consisted of a total of 53 children (28 experimental, 25 control) aged between 60-72 months, who were attending two kindergartens affiliated with the Directorate of National Education in Kayseri. The study used the quantitative research method of pretest/posttest and control group quasi-experimental design. Data were collected by using the Democratic Behavior Scale developed by the researcher.The findings showed that while no significant difference existed between the pretest scores of the experimental and control groups prior to Children's Rights and Democracy Education, the posttest mean scores of the experimental group increased significantly after the training as compared to the control group. In addition, learning was shown to be permanent by the results of a retention test given to the experimental group one month after the program ended. The results showed that the children who participated in the Children's Rights and Democracy Education program displayed higher and more permanent development than the control children in the democratic behavior, autonomous behavior, and knowing one's rights subdimensions of the Democratic Behavior Scale.
