PurposeThe study examined capacity-building practices for librarians' effective library service delivery in Federal University Libraries in Nigeria.Design/methodology/approachThe design for this paper was a descriptive survey research design. Data was collected using a questionnaire from a total number of 178 respondents. Collected data were analyzed using mean scores and standard deviation.FindingsThe findings reveal that learning capacity-building practices such as rotating members of staff for wider experience exist in these libraries. Learning capacity-building practices contributes to effective service delivery by enhancing various library services. Results also show that there are challenges confronting learning capacity-building practices which include inadequate funding. For these libraries to perform to their highest potentials, their learning capacity needs to be built and developed.Research limitations/implicationsThe major limitation of this study is the tendency of the respondents to fake their responses which may arise from their personal biases.Practical implicationsTherefore, university library management and university administrators should as a matter of urgency develop policies that will ensure that capacities are built for better service delivery or risk users losing interest in the library.Originality/valueThe study examined a vital dimension of capacity build, which is learning capacity building. The findings will help university administrators and library management to know the different learning capacity-building practices that exist in the various libraries and the extent to which these practices are important and relevant for effective service delivery. This will assist them in adopting relevant and adequate learning capacity-building strategies and guiding them in formulating effective capacity-building policies.

In order to solve the problems faced in the current management of colleges and universities, this topic integrates data mining technology and traditional statistical analysis technology in the process of College data management, and integrates multisource campus raw data. Take corresponding research models for different research objectives, implement the fine, meticulous, and accurate management concept of colleges and universities for students, build a student information management platform and help the construction of smart campus. The research integrates the school’s multi-business system data, opens up the information channel between information systems, establishes a multisystem data center and realizes the whole life cycle management of College Students’ data, including data collection, cleaning, storage and file recycling, and records the data of important nodes during students’ enrollment, graduation, and departure. Through the analysis of the school’s business management needs and the study of the school’s data characteristics, the data collected from the system information has been effectively distributed, and the data linking process is only used to delete data features based on data features. Under the action of big data technology, the information platform for college students can be constructed, which can provide more efficient, safe, and comprehensive decision support for college students’ management, making all work decisions more scientific. It can be said that the integration of big data will support the management of college students to a new level, which is very important for the modern management of students.

The research aimed to an assessment of the Information and Communication Technology (ICT) competencies of medical librarians in the province of Punjab. The research study was descriptive in nature, and a quantitative approach was used for which a closed-ended questionnaire was conducted from librarians working in different health institutions in Punjab province. Therefore a whole population sample of 62 health institutions of the public and private sectors was selected from the areas of Punjab. A questionnaire consisted of two types of questions, one five rating Likert scale and the other yes and no type questions. Collected data was analyzed considering the objectives and research questions of the study. Descriptive statistics were used for data analysis which includes frequency, percentage, mean score and standard deviation for item analysis. It was found that there was a lack of training courses in medical librarianship. Therefore, it is recommended that the intuitions may demand training courses in medical librarianship, and the government may support and provide funds to arrange training. Medical institutions do not have sufficient funds. This factor caused a hindrance in the proper functioning of and enhancing their competencies in the field of ICT to keep libraries updated to fulfil the need of the day, so the government and the institutions may provide sufficient funds to the concerned field of libraries.
