Constraints on Development of Wind Energy in Poland due to Environmental Objectives. Is There Space in Poland for Wind Farm Siting?

Abstract: The objective of the study was to evaluate spatial effects of adopting environmental criteria for wind farm siting, i.e., the criteria related to the settlement system and those with regards to landscape values. The set of criteria was elaborated on the basis of literature and experience-based knowledge. Some of the criteria selected are legally binding. The analyses were carried out with the use of GIS tools. Settlement areas with 1000 and 2000 m wide buffer zones, and the areas with the highest landscape val… Show more

“…In practice, due to the dispersed development of large areas of Poland, the rule led to the collapse of investments in previously dynamically developing renewable energy sources. The restrictive institutional setting and the imposed burdens it brings to investments is sufficiently discussed by Hajto et al [64]. Furthermore, aaccording to Dawid [65], the Act on Wind Energy Investments, make new wind farm investments almost impossible.…”

“…This eliminates several investment opportunities in terms of land for wind turbines and their construction (cf. Dawid 2017;Hajto et al 2017;Liebe et al 2017;Sokołowski 2017). By April 2018 the Ministry of Energy announced intents to repeal current taxation rules and distance obligations and restore the law to its previous version.…”

“…Poland's wind conditions are relatively ideal for wind energy development, though they vary regionally and are thus uneven. The northern and central regions are distinctly the most favourable (Hajto et al, 2017). Poland's installed wind power capacity increased from only 18 MW at end-2001 to 6.36 GW at end-2016 and 6.40 GW at end-2017 (Statista, 2018), with this last figure showing a halt in the growing trend.…”
