Development of Science and Technology Parks in China, 1988–2008

Abstract: In order to investigate the effectiveness of science and technology industrial parks (STIPs), this study examines data on high-tech firms within and outside the STIPs in China, while paying special attention to the issues related to agglomeration and congestion. The main finding is that the negative effect of congestion on productivity is highly likely to outweigh the positive productivity effect of agglomeration economies within the STIPs but not among hightech firms outside the STIPs. The paper also finds th… Show more

“…In addition, firms are more likely to fail as clusters grow, suggesting the existence of diseconomies of agglomeration. This last view is confirmed by two studies on Chinese STPs: Hu () finds that the number of firms in the parks has a negative impact on labour productivity growth and Zhang and Sonobe () find that, within STPs, congestion effects may outweigh agglomeration economy effect on productivity. Finally, Squicciarini () in her studies on Finnish STPs uses the STP size as a control variable and finds that size positively affects tenant's patenting activity.…”

“…There had been 438 national-level development zones as of the year 2017 (Shen, 2018), and more than 10,000 development zones at provincial, city, and county levels by the mid-2010s (Liu & Yang, 2014). Various policy incentives are present to attract investment, including tax breaks, streamlined regulatory procedures, and better financing access (Heilmann et al, 2013; Zhang & Sonobe, 2011). For instance, the Wuxi municipal government arranged start-up capital and free office space for their target firms (Heilmann et al, 2013).…”

“…Hence, to foster indigenous innovation and high-tech small firms, technology business incubators (TBI) were established. Though the Ministry of Science and Technology (MOST) sponsored high-tech business incubators in 1988 through the 'Torch programme' and collaborations between research and production since the 6th FYP (1981)(1982)(1983)(1984)(1985), the first TBI in Eastlake was established in 1987 outside the existing public policy framework to encourage academic researchers to create technology ventures (Xiao & North, 2014 (Zhang & Sonobe, 2011).…”
