The development of the tourism sector based on local wisdom, in supporting a sustainable tourism sector on Penyengat Island, especially historical and religious tourism, namely mosques, chair hills and tombs is urgently needed. The application of community-based tourism on Penyengat Island can be carried out in three stages, namely, the planning stage, the implementation stage and the evaluation stage. With the implementation of community-based tourism, the development of the tourism sector on Penyengat Island can run smoothly and still maintain the preservation of sustainable local wisdom, besides Therefore, with the development of a sustainable tourism sector, the lives of the people around it can be more prosperous and can increase income for the surrounding community. The results of the research show that the development of religious tourism on Penyengat Island as sustainable tourism is very feasible to develop, this is evidenced by the existence of a Regional Regulation concerning the Spatial Planning for the Riau Archipelago Province 2017-2037 as a legal basis as well as a commitment to sustainable development, community involvement in decision making and Management of religious tourism facilities and pre-facilities has existed before, such as tombs, mosques and historical buildings. Efforts to optimize the development of sustainable religious tourism are developing the concept of a cultural city, increasing regional security, improving infrastructure and drainage in some places, providing religious tourism attractions as new and more attractive additional attractions.

The paper presents investigation methods which are aimed at increasing an accuracy in determination of parameters for movement of vehicles in the reconstruction process of road traffic accidents. The problems with a target to improve a method for calculation of vehicle movement speed and location coordinates at different time moments have been solved in the paper. In order to determine more accurately nature of vehicle damage and their location on carriageway, a laser scanning method has been applied which makes it possible to reduce an error while determining dimensions and distances, and to shorten time for an inspection of the road traffic accident place. The presence of a scanned image in three-dimensional form allows more accurately to simulate nature and angle concerning approach of vehicles prior to a collision. A methodological support for determination of vehicle movement parameters has been developed on the basis of the recorded data from driving video recorders (DVRs). It has been established that an error in measuring a speed of movement for vehicles will depend on quality of a video image, length of the investigated area and range of possible speeds. A relative error will be the higher, the smaller we have vehicle speed range and length of the investigated section. A mathematical model of vehicle speed change in a differential form has been compiled and solved in the paper. The model allows to calculate a speed of motion at different time moments with respect to recording from driving video recorders. In addition, the developed methodology permits more accurately to determine coordinates of vehicle location on a photoand video image. This is especially important while determining places of pedestrian-road accident or vehicle collision location of the collision or the place of collision with regard to the edge of carriageway. Unlike subjective research methods when initial data for carrying out auto-technical investigations are established by interviewing witnesses and the accused, the proposed methods make it possible to permit reconstruction of a road traffic accident exclusively by objective methods with the help of automated technical means.

Structure of transformation of the road motion parameters in the control system

Over the past decades, the world has witnessed an increase in the number of vehicles. According to the accident analysis and to the existing transport problems, the development of automated traffic control systems using adaptive management methods is the most optimal way to improve road traffic quality. From the technological point of view, the system must function according to the requirements for the traffic flow level and to the assessment of traffic efficiency, so a clear comparison of systems is impossible under the conditions of various principles for identifying managerial impacts and the designation of management system. The authors' analysis of the most commonly used traffic management technologies proves that experts choose the system architecture that affects its functions and the ability to implement one or another method of management. In accordance with the ITS approach and management tasks at each hierarchy level, we believe that the traffic management system of the intelligent transport system should be based on the principle of multi-level architecture using ring Ethernet technologies, which corresponds more to the diamond-shaped system structure; it allows to distribute methods of traffic management for purposes and to separate the informational and technological elements of the system.
