Along with the rapid development of information technology, Digital Transformation (DT) has become a part of everyday life. The COVID-19 pandemic has triggered the occurrence of DT at every level of society in the daily use of technology. However, the implementation of DT is very slow and inefficient and even becomes a problem for employees and the organization. DT implementation in the public sector is expected to be the key to the Government's success. However, many governments fail to implement DT because it only focuses on modernizing technology, not as a whole. Therefore, it is necessary to conduct a study to analyze the marwanfactors of Digital Transformation (DT) Readiness in Government. This research is a qualitative research method with thematic analysis and Fuzzy Delphi method by conducting a Systematic Literature Review (SLR) first for literature study. Based on the results of the SLR, found five dimensions and 19 factors that affect DT Readiness in Government. The five dimensions are People, Process, Technology, Organization, Environment. Based on the thematic analysis results, three additional factors were found in the people dimension: mindset, and organizational factors, namely risk management and knowledge management. This study also provides a model proposal based on the analysis results presented in a conceptual model with 21 analyzed factors. The research can provide understanding factors that affect the readiness of DT in the Government and as the basis for decision-making by stakeholders in the Government.

Penerapan kebijakan sertipikat tanah elektronik tidak mudah. Salah satu tantangan pelaksanaan kebijakan tersebut berasal dari lingkup eksternal jajaran Kementerian ATR/BPN, seperti pemerintah daerah setempat, masyarakat, dan sejumlah pihak terkait lainnya. Tujuan dari penelitian ini adalah untuk menemukenali permasalahan eksternal tersebut, yang secara khusus terjadi di wilayah Kota Magelang dan Kabupaten Magelang. Metode yang digunakan yaitu deskriptif kualitatif, dengan teknik wawancara dan dokumentasi sebagai teknik untuk pengumpulan data primer sedangkan data sekunder diperoleh dari kajian sejumlah pustaka dan peraturan perundang-undangan. Data-data yang diperoleh selanjutnya dianalisis dengan pendekatan analisis konten. Dari hasil penelitian ditemukan bahwa terdapat sejumlah tantangan untuk mengimplementasikan sertipikat tanah elektronik seperti persoalan batas wilayah administrasi yang belum tuntas, ketiadaan kebijakan pembaharuan data pertanahan, faktor sosial masyarakat, dan lain sebagainya. Kesimpulan dari penelitian ini yaitu adanya ketidaktuntasan dalam penetapan batas wilayah adminisitrasi dan budaya analog yang masih berkembang di kalangan masyarakat pemilik sertipikat yang ada di Kota Magelang dan di Kabupaten Magelang menjadi persoalan eksternal yang wajib diselesaikan agar kebijakan sertipikat tanah elektronik dapat dilaksanakan.

Enhancing service delivery through digital transformation in the public sector in South Africa

Purpose This study aims to explore how service delivery can be enhanced through digital transformation in the public sector in South Africa. Design/methodology/approach This case study used a qualitative research approach to obtain data through semi-structured interviews. The units of analysis were made up of individual professionals limited to purposive sampling to select chief information officers, investigators and administrative officers from national government departments and state-owned enterprises. The collected data from 12 participants was thematically analysed. The findings revealed that the government lacks legislation and strategy for digital transformation, leading to inconsistent implementation of digital transformation that enhances service delivery in the public sector of South Africa. Findings The findings revealed that the government lacks legislation and strategy for digital transformation, leading to inconsistent implementation of digital transformation that enhances service delivery in the public sector of South Africa. Research limitations/implications The study was limited to the public sector of South Africa; however, its recommendations are applicable to all organisations that need to provide their services using digital transformation. Practical implications Practically, the implications of this study will serve as a resourceful benchmark for the public sector and other organisations. Social implications Socially, the implications of this study ensure proper implementation of its recommendations to enhance service delivery in the public sector and other organisations. Originality/value Regarding the value that this study brings, it proposes an amendment of the current legislative framework in favour of one that covers digital transformation, which has become dominant in today’s enhanced provision of service delivery.
